Joseph T. Bill was an urban planner who held a number of pivotal positions, in California and Washington, DC, after World
War II. During his career, Bill served as Executive Director of the Community Redevelopment Agencies in Sacramento and Los
Angeles, as Director of Planning for the architectural firm of William L. Pereira, and as a member of the New Communities
Administration in Washington, DC. He also advised Chancellor Barbara Uehling and her staff on the Long-range Development Plan
