Series 1 Bill Files 1981-2000

Scope and Content Note

Bill files document legislation which John Lewis authored or co-authored and may include committee bill analyses, amendments and resolutions, author's statements, testimony, press releases, newspaper clippings, correspondence, letters of support or opposition, and records of votes. Highlights of Lewis' legislative career include bills on business and profession licensing, labor insurance fraud, elections reform, and support for financial institutions. Lewis was an advocate for charter schools through SB267 (Ch. 736, 1999), SB326 (Ch. 160, 2000), SB1728 (Ch. 429, 2000), SB1759 (Ch. 586, 2000), SB2105 (Ch. 466, 2000). During his tenure in the legislature, Lewis regularly addressed Orange County local government concerns including air quality, water, and school districts. He also authored several bills in the 1995-1996 Second Extraordinary Session and SB1493 (Ch. 168, 2000) to address the Orange County bankruptcy.
Materials for SB204 (Ch. 1010, 1999), regarding an Orange County infestation of imported red fire ants, include two slides of ant bites, two 6.5x10 inch photographs of ants, a compact disc with a software application titled "Imported Red Fire Ant Bytes" created by the Cooperative Extension Service of the University of Arkansas in 1997, and a 3.5-inch computer diskette with two images of fire ant bites and a document titled Orange County Red Imported Fire Ant Interior Quarantine, February 4, 1999. Electronic materials have been removed to a cold storage vault for preservation purposes and a separation sheet has been included within the file folders to alert researchers to their existence.

Scope and Content Note

The subject files created by John Lewis expand upon issues of concern in his second session of in the California State Assembly. These include contemporary topics such as the implementation of the Gann Limit and the Jarvis Initiative (Proposition 13), reapportionment, and the creation of the California State Lottery. Lewis' committee work is reflected in files related to the Assembly Committees on Finance and Insurance, Housing and Community Development, and Public Employees and Retirement. Files on budget, franchising, government regulations, insurance, and interstate banking reflect Lewis' legislative interests. Several files relating to Orange County, the cities of Anaheim and Orange, the Rancho Santiago Community College District, and a proposed Southern California bullet train highlight Lewis' focus on local issues. The subject files also contain information from Lewis' district office in the form of newsletters, press releases, mass mailings, constituent letters, co-authorships, proposed future legislation, recommendations, and congratulations, as well as Democrat targets. Further topics reveal Lewis' wide-ranging interests from crime to education and housing.
