Abstract: CLMP started in 1983 as the Southern Humboldt/Northern Mendocino community’s reaction to ongoing and intensive law enforcement
activities aimed at interrupting the marijuana/cannabis cultivation. Three separate but related parts are included in this
Civil Liberties Monitoring Project Collection: Office files, audiotapes (most from radio shows aired on KMUD), and the 2016
CLMP website that, since 2018, is hosted on the Humboldt Area Peoples Archive webpage.

The files are open for research by appointment. Appointments can be arranged by contacting the Archivist. The tape recordings
will be available after they are digitized/reformatted. The CLMP website is accessible at https://humboldtareaarchive.org/civil-liberties/
CLMP retained copyright for the duration of the organization’s existence and shared it with Humboldt Area Peoples Archive.
When CLMP ended in 2023, all publication rights were given to HAPA.

In 2018 the audiotapes were transferred to HAPA. In 2019 the boxes of CLMP files and the one box of Mark Drake files were
brought to HAPA’s office. In 2021 Bonnie Blackberry signed HAPA’s Deed of Gift form donating all the materials to HAPA.
Biography/Administrative History
CLMP existed from 1983 to 2023 when it gave up its nonprofit organizational status. CLMP’s legal actions led to a limiting
of CAMP’s powers and also established (in 1986) the court appointed monitor to oversee CAMP activities. Other activities impacted
Humboldt County’s Code Enforcement powers and CHP’s pretext stopping of motorists and nonconsensual searches.
Scope and Content of Collection
“CLMP is a small non-profit organization, located in southern Humboldt County,
relying on community support to continue our efforts. CLMP monitors,
documents, advocates for & educates about civil liberties issues in Humboldt,
Mendocino and Trinity counties. Our goal is to encourage public awareness of
constitutional rights and encouraging involvement of the whole community in
preserving and protecting them.” (Bonnie Blackberry, 2021).
