Scope and Contents

This series contains documents related to Torrance Refinery Action Alliance (TRAA) meetings, events, direct action, outreach, history, and operations. This includes: meeting minutes, notes, agendas, proposals, memorandums, speeches, membership lists, a social media policy, board of directors report, and historical documents such as a brief history of how the alliance was formed, and a registration form and filing for the alliance. Also included in this series are materials related to direct action and outreach events such as fact sheets, flyers, pamphlets, petitions, presentation slides, and door hangers regarding TRAA's work to ban hydrogen fluoride (HF) and modified hydrofluoric acid (MHF) at local refineries in Torrance and Wilmington; as well as reports, blog posts, and memorandums from members of TRAA's science advisory panel providing information about the dangers of HF and MHF. This series contains material related to South Coast Air Quality Management District (SCAQMD). A majority of the documents in this series are regarding SCAQMD's Proposed Rule 1410, created to address the threat of release of hydrogen fluoride (HF) into the community from refineries in Torrance and Wilmington; and material related to Resolution No. 19-19 opposing the ban of HF/MHF issued September 6, 2019, and the aftermath of resolution. A majority of the material in this series relates to the Torrance Refinery ExxonMobil explosion in 2015 and aftermath and includes the City of Torrance and County of Los Angeles' involvement regarding efforts made to support a ban of modified hydrofluoric acid (MHF). This series is divided into two sub-series. Sub-Series A: Torrance Refining Company contains reports, memorandums, articles, meeting agendas and minutes, emails, and other documents regarding the Torrance Refining Company, the Torrance Refinery ExxonMobil Explosion in 2015 and aftermath including the U.S. Chemical Safety and Hazard Investigation Board report, Torrance Refinery Safety Plan, inspection reports, documents regarding safety enhancements, and other related materials. This sub-series also contains material regarding PBF Energy, Torrance Refinery's parent company; and material regarding ExxonMobil including court case documents, articles, clippings, and brochures.
