On behalf of Lieutenant General Dewitt, Fullerton acknowledges and thanks Bird for his letter of April 23, 1942 (see Bird's
letter Dbase #074). Fullerton states DeWitt's policy that evacuated students from Military Area No. 1 will be allowed to attend
eastern colleges or universities, provided they can produce evidence that they will be welcomed at those institutions, that
the local community does not object, and that "they are not likely to become public charges."
