In this 3-page letter, Wilbur cautions DeWitt in the handling of the Japanese American issue and addresses various problems
associated with evacuation and internment. Further, he puts forth a proposal to build relocation centers in California that
will, after the war, be turned into rehabilitation centers for disabled members of American armed forces. He also discusses
various task forces that are willing to volunteer for the project and proposes strategies for making the project self-sustaining
and labor-efficient. [A letter similar in contents to this one was also sent to DeWitt by the California Housing and Planning
Association. See Dbase #019.]
