First draft of letter, in note-book 59 (20) C. Hart Merriam? 13 Nov ? 1901 My dear Merriam: I don't believe I could
say anything new on this miserable sheep business if I should write till doom's day. The most discouraging thing about it
is the tranquil comfortable apathy with which the leading men in the forestry department regard the matter, calmy asking the
questions and discussing it in meetings and magazines. Still, the right justice must win at last. The whole forest management
must be brought under civil service rules and taken out of politics. John Muir 02890
