    General Information

    This subseries contains agendas and minutes of meetings held by the Committee on Faculty and Staff Affairs from October 13, 1960, to November 28, 1979. Meetings held after November 28, 1979, are found in Board of Trustees bound agendas.

    Background

    Minutes of the October 13, 1960, meeting state that this is the initial meeting of the Personnel Committee and Faculty and Staff Affairs. The Board of Trustees main minutes of November 4, 1960, indicate that the Committee on Faculty and Staff Affairs was made a standing committee on November 4, 1960. At that Board of Trustees main meeting the Board of Trustees decided that members of the Personnel and Selection Committee would also be members of the Committee on Faculty and Staff Affairs. All meetings between October 13, 1960, and May 12, 1961, use as their title Committee on Personnel and Selection and Committee on Faculty and Staff Affairs. The meeting of May 12, 1961, and all meetings that follow use Committee on Faculty and Staff Affairs as the title. The reason for the change of name or consolidation of Committee on Personnel and Selection with the Committee on Faculty and Staff Affairs is not given in Committee or Board of Trustee minutes or agendas.

    Purpose

    The Committee on Faculty and Staff Affairs has three main concerns: personnel procedures and policies, rules of procedure for appearance and testimony of employees, and review of staff, organization and appointment matters.
    The following is a verbatim statement of the Committee's purpose and has been taken from Rules of Procedure.

    Committee on Faculty and Staff Affairs

    1. Personnel Procedures and Policies. The Committee on Faculty and Staff Affairs shall consider matters concerning personnel procedures and policies and make recommendations to the Board of Trustees.
    2. Government Code Section 1028.1 Matters. The Committee on Faculty and Staff Affairs is designated the appropriate committee of the Board of Trustees to conduct inquiries relating to those matters specified in Section 1028.1 of the Government Code, and shall have those powers designated in Sections 43600 through 43604 of Title 5 of the California Administrative Code, subject to the exercise thereof in conformity with said sections.
    3. Review of Staff, Organization and Appointment Matters. The Committee on Faculty and Staff Affairs is delegated authority, on behalf of the Board of Trustees, to review any or all actions carried out under the provisions of Article 2 (commencing with Section 42701) of Subchapter 6, Chapter 5 of Title 5 of the California Administrative Code. All requests for assumption of jurisdiction pursuant to this Subdivision (3) shall be submitted and addressed to the Chancellor, and forwarded by him or her to the Chair of the Committee on Faculty and Staff Affairs. The Chair shall submit such requests to the Committee, which may deny the request to assume jurisdiction; grant the request to assume jurisdiction and determine the issue; grant the request to assume jurisdiction and refer the matter to the entire Board of Trustees, or refer the question of granting or denying the request to assume jurisdiction to the entire Board.

    Information Source

    The information we have on the purpose and responsibilities of the Committee come from the Rules of Procedure of Trustees of the California State Colleges, September 1969, and Rules of Procedure of the Board of Trustees of the California State Universities and Colleges, October 1978. These are the only Rules of Procedure found at this writing. The Purpose statement is worded the same way with only minor changes. It is assumed that the concerns and responsibilities of the Committee on Faculty and Staff Affairs did not change from its initial meeting of October 13, 1960 to the September 1969 date.

    Processing Note

    During the processing of this subseries, four things were noted.
    • 1. It was noted that some meetings were not complete as they contained only minutes or only agendas of a meeting, but most folders have both minutes and agendas of a meeting.
    • 2. Not every meeting has attachments to both agendas and minutes.
    • 3. The August 10, 1966, Committee meeting contains a complete transcript of the meeting.
    • 4. And the April 5, 1961, meeting is the only joint meeting of the subseries, when the Committee on Faculty and Staff Affairs and Committee on Personnel and Selection met with the Committee on Coordinating Council Affairs.
    Item count changed with the November 25, 1968, meeting. Due to later printing changes it became easier to see which attachment went with which agenda or minute item. Therefore before November 25, 1968, attachments were counted as seperate items.
    Processing of this subseries was done by Sandra Zafran, Intern Archives Fall 1986, under direction of Jacque Sundstrand, CSU Archivist. The subseries consists of 2 linear feet in two cartons, 169 folders.
