Background
Harmer E. Davis, born July 11, 1905 in New York was a professor of Civil Engineering (eventually becoming professor emeritus)
and founding director of the Institute of Transportation and Traffic Engineering (ITTE), now known as the Institute of Transportation
Studies (ITS), at the University of California, Berkeley. He attended U.C. Berkeley and received a B.S. and subsequent M.S.
in Civil Engineering. Upon completing the M.S. degree, he began his 43-year career of research, teaching, and administration
at Berkeley as an Instructor in the Department of Civil Engineering. He died December 24, 1998 at the age of 93.
