The posters do not identify a specific issuing agency. Some of the posters reference Wuhan, China. Almost all of the text on the posters is in Chinese. However, a few of the posters feature phrases in English, including "Epidemic assistance," "Spring blossoms unity is strength," "Wuhan come on," "Go through the Winter and welcome the Spring," and "Our Wuhan is waking up."
