Biography/Administrative History
The national sister city program was established following President Dwight Eisenhower’s 1956 White House Conference on Citizen
Diplomacy. The idea for sister cities was one of 42 “People-To-People” initiatives that was formed at the White House Conference.
San José’s sister city affiliation with Okayama, Japan, established on May 26, 1957, was the third sister city affiliation
following the inception of the national Sister Cities program in 1956. In 1961, San José established a relationship with San
José, Costa Rica. Pacific Neighbors Inc. is a volunteer organization that supports the Sister Cities program, sponsoring and
hosting events that represent the culture of San Jose's Sister Cities.
Scope and Content of Collection
Records and photographs of the Pacific Neighbors Sister City Program in San Jose, California, primarily related to activities
with sister cities Okayama, Japan, and San Jose, Costa Rica. Includes executive records and publicity materials. A large series
of photographs documents activities in San Jose to celebrate the relationship with Okayama, Japan; a second series includes
many of Mayor Joseph Pace with Costa Rican representatives.
