    Biography/Administrative History

    The California Railroad Commission was created in 1870 under Section 22 of Article XII of the new California State Constitution to regulate public utilities, including railroads. Rate changes, unfair charges and practices were under its jurisdiction. In 1917, trucks came under its jurisdiction and in 1935, all highway and city carriers were added. In 1946, the name of the CRC was changed to the Public Utiltities Commission. Formal applications, which are a request for some right by a utility or a person or corporation wanting to become a utility, were made to the CRC and PUC. Registers for formal applications were kept to keep a summary of these applications and their outcomes. Formal complaints are brought to the Commission by a person or by the Commission's own motion on behalf of the people of California or by a third party. Complaint registers summarize these complaints and their outcomes.

    Scope and Content of Collection

    Bound, handwritten registers for formal applications filed with the California Railroad Commission between 1926-1947 and with its successor, the Public Utilities Commission, from 1955-1962. The volumes include: application number, date of submission, name of applicant, brief summary of the cause of action, hearing dates, date of decision, decision number, and brief summary of the decision. Applications are arranged chronologically by decision number. Contains two bound registers for formal complaints. A formal complaint is a request by a complainant or defendant for some right. Complaints are arranged numerically by application number.
