Scope and Content Note

On February 17, 1928, at 5:15 P.M., heavy seas swept twenty persons off the bow of the Key System Ferryboat Peralta. Four were killed. The C.R.C. investigated the reasons why this accident occurred.

Copies of testimony by witnesses, summaries of hearing, memoranda on the poor arrangement of life preservers on the Peralta, and sketches of the prop and rudder assembly and cross sections of the ferry.

Rough notes of traffic analysis surveys of the destination and origin of passengers traveling from East Bay to San Francisco on ferryboats, and notes on an analysis of the revenues and expenses of East Bay commuter railroads used in calculating probable cost of a transbay commuter line across the proposed San Francisco Bay Bridge.

In 1912, the Commission instituted a series of Formal Complaint proceedings against all the railroad companies operating in California in order to establish the exact value of their physical properties for rate setting purposes. (See series entry 5, FORMAL COMPLAINTS, 1908-1932, Cases 131 to 213.) Series composed of materials collected by C.R.C. Engineering Department (pre-1937 organization) in the preparation of valuation reports presented at formal hearings.

Scope and Content Note

Maps arranged by P.U.C. map location number (i.e. 104-12) - for map numbers see P.U.C. Railroad Map Survey Card Catalog, Archives Search Room. The card catalog is divided into separate sections for alignments, profiles, and station plats; thereunder cards are arranged alphabetically by name of railroad, title of map, and geographic location.

In 1912, the Railroad Commission required all steam, electric, street and switching railroads to submit detailed, notarized maps of the location of their lines and facilities in California.

Series is composed of alignments showing the location of right of way, profiles illustrating track elevation, and station plats locating depots, yards, and other facilities. The maps also provide extremely accurate information on geographic features, ownership of land near railroad lines, and the location of structures near rights of way.

Maps vary in scale from 1"=100' to 1"=400', and in size from 2' by 4' to 3' by 65'. The largest portion of the collection dates from between 1910 and 1914.

Separate subseries for subject file (incoming and outgoing) arranged by P.U.C. numeric subject code (see subject file number key, F3725:13) and, placed thereafter a chronological file. Chronological file, in turn, divided between memoranda placed first and general correspondence placed thereafter, both in reverse chronological order thereunder.

Contains correspondence from companies and individuals requesting information about filing of tariffs, the tariff rates of specific companies, and the legitimacy of tariffs charged by common carriers, railroads, intra-state airlines, river transport companies, warehouses, and wharfingers. Copies of Rate Branch replies are attached to incoming correspondence.

Memoranda involve communications from the branch head spelling out procedural changes and notes between staff members dealing with the legitimacy of specific tariffs filed.

The chronological file has been heavily screened. It contains correspondence similar, but not duplicate to what exists in the subject file.

Scope and Content Note

Records placed in following categories in following order: program report; crossing surveys (first arranged by county, thereafter reports placed first followed by field notes, and organized by report number thereunder); and Form H reports (arranged alphabetically by railroad).

In 1916, the Commission instituted a survey of all railroad crossings with public roads within the state in order to improve public safety and reduce the number of vehicular accidents due to poor visibility or lack of adequate warning devices. The C.R.C. prepared 1500 reports describing over 10,500 crossings. Each report deals with an average of seven crossings along the line of a particular railroad.

Maps list C.R.C. code numbers assigned to each crossing (drawn in with yellow pencil), and show the extent of highway right of way, crossing signals or other warning devices, the ownership of property along the right of way of the road, and frequently buildings near the roads. Most maps include a small key map illustrating the location of a particular road in relation to other roads in a given area of the State.

Contains information on milage of track operated by various railroads, total investments in equipment, operating expenses and revenues, milage, a general discussion of freight train operations, a description of the operation of each division of each railroad within the state, and data on the volume of freight handled by the various lines listed.

Public complaints against Southern California gas and water companies, replies from secretarial staff advising public of the weaknesses of their claims, or of the proper procedures in filing informal or formal complaints. In some instances includes memoranda from Southern District Secretary referring complaints to other branches of the Commission, or to the San Francisco main office for further action. Copies of replies from the Commission attached to letters received.

Maps of cities and counties are further organized alphabetically by name of city or county.

Maps collected for general reference use by Commission staff or in the preparation of C.R.C. official railroad map (see series entry 38, MAPS, BLUEPRINTS, AND CHARTS RELATING TO RAILROADS, 1909-1927). Contains illustrations of transportation systems of World and of the United States, including U.S. highway systems, proposed airline routes (1924), and postal routes. The numerous reference maps of California show forest lands, grading conditions (geographic conditions in various parts of state to be confronted in the construction of railroad lines), land claims, irrigated lands, state highways, and commercial and recreational lands.

Largest portion of material comprised of maps of cities and counties. City maps usually list street names and occasionally show the location of buildings. Certain of these maps may have relation to case or application proceedings, but lack identification.

Automobile association maps of every county in California, showing the location of cities, towns, highways, county roads, and wagon roads. The Commission was responsible for the regulation of common carriers using the State's roads and highways. It maintained this collection for reference purposes.

Arranged geographically in the following order: map of railroads of Western Unites States; maps of the railroads of California; and maps, blueprints, and charts relating to individual California railroads. Material relating to specific California railroads further arranged as follows: steam railroads placed first, electric railroads thereafter, organized alphabetically by name of railroad thereunder.

Maps showing railroad routes, lines of street railways, and location of railroad facilities such as yards, workshops, and stations; plans of facilities such as stations, freight depots, and trestles; and charts and diagrams containing information on the valuation of railroads and on passenger usage. Certain of these items may have been filed as exhibits in complaint or application proceedings, but lack identification.

Of special interest are copies of the 1915, 1922, and 1926 editions of the official C.R.C. railroad map of California - showing the location of all the state's railroads, highways, and pipelines. Also in series is a stock journal of the San Diego, Riverside, and Los Angeles Railway.

Maps showing location of electric, gas, water, and telephone transmission systems; of water mains, gas mains, power lines, and telephone lines in cities and towns; of utility facilities such as dams, reservoirs, headgates, pumping stations, tanks, generating plants, and telephone exchanges; and of utility-owned property, riparian rights, right of ways, watersheds, service areas, and telephone exchange zones. Also included in series are plans and diagrams of dams, a chart of the corporate growth of California Edison Company, and a stock journal of the Universal Construction and Investment Company.
