This file contains photographs, survey cards, lists of names and press clippings, and several copies of the periodical Agenda, compiled with reference to a MALDEF project to assemble a pictorial history of Chicano life nationwide. The project culminated in the volume Espejo: Reflections of the Mexican American, as well as exhibitions at the Oakland Museum and the Chicago Center for Contemporary Photography in 1978, and exhibitions at two Los Angeles galleries in 1979.

Scope and Contents Note

This file contains information about police brutality in the abstract, as well as correspondence and memoranda regarding some of the police brutality cases around which CEAP did community work. It also contains requests for assistance in cases of alleged police brutality, lists of contacts, photographs of the results of police brutalization, and files on possible police brutality cases, filed under the surname of the alleged victims. There is also information collected with specific reference to police brutality in Chicago, Houston, Odessa (Tex.), Oxnard (Calif.), San Jose (Calif.), Santa Barbara (Calif.), Los Angeles (Calif.), Dallas (Tex.). An index lists the police brutality cases then pending, with case summaries. There are files of media coverage on policy brutality arranged by date, from 1977 to 1980, as well as correspondence and press releases generated by the National Council of La Raza and by the National Coalition on the Hanigan Case. It contains planning documents for a Dallas meeting on police brutality, and correspondence with individual police departments and with the Department of Justice.

Historical Note

The Leadership Development and Activation Project (LDAP) began as a subsection of the Community Education and Activation Project in 1980, and was overseen by Ralph Hurtado as director. LDAP's primary responsibility of this section was to plan and administer leadership seminars for Mexican-American men and women in San Francisco and Alameda Counties to create a pool of leaders from which community agencies and policy-making boards or commissions could appoint new members. The program was later expanded to several major cities. Seminars were financed in part through grants from the Dayton Hudson foundation and the San Francisco Foundation. In addition to regularly scheduled seminars, retreats and day-long sessions in Sacramento were held. Seminar topics included public speaking, housing, government, and organizational skills.

Series 1. Director of Leadership Programs files, 1979-1982

Scope and Contents Note

This series contains the files of Ralph Hurtado, who was the deputy director of CEAP from 1979-1981, and the director of LDAP from 1980 -1982. Hurtado was hired to administer the Census Project at CEAP in the summer of 1979. When that project ended in mid-1980, his next assignment was to set up the Leadership Development Program in SanFrancisco, which he expanded to Alameda County in 1981. Hurtado served as acting director of CEAP from March of 1981, when the director Esther Estrada left, until August 1981 when Juan Soria began his term as director.
When Soria left CEAP in 1982, the MALDEF Board froze CEAP, except for the LDAP. These files thus contain CEAP monthly reports, proposals for grants, and information about the census project and the San Bernardino anti-gang project. In addition, they contain memoranda, resumes and letters of recommendation, and the first-year report of MALDEF's Educational Leadership Program. Subject files include reports and memoranda related to the 1980 census, with special emphasis on the Chicago Census Project and on census work in the Mission area of San Francisco; congressional materials, United-States-Mexican relations, migrant workers, and leadership and training opportunities. The files also include alphabetical folders containing press releases, pamphlets, and correspondence generated by various outside organizations. There is also correspondence between Hurtado and the faculty of LDAP's seminars from April 1980 toAugust 1981, and miscellaneous correspondence between employees of MALDEF and outside organizations written between 1978 and 1981.

Scope and Contents Note

These files contain the files of Ralph Hurtado, who was the deputy director of CEAP from 1979-1981, and the director of LDAP from 1980 -1982. Hurtado was hired to administer the Census Project at CEAP in the summer of 1979. When that project ended in mid-1980, his next assignment was to set up the Leadership Development Program . They therefore contain CEAP monthly reports, proposals for grants, and information about the census project and the San Bernardino anti-gang project. In addition, they contain memoranda, resumes and letters of recommendation, and the first-year report of MALDEF's Educational Leadership Program. Subject files include reports and memoranda related to the 1980 census, with special emphasis on the Chicago Census Project and on census work in the Mission area of San Francisco; congressional materials, United-States-Mexican relations, migrant workers, and leadership and training opportunities. The files also include alphabetical folders containing press releases, pamphlets, and correspondence generated by various outside organizations. They also contain correspondence between Hurtado and the faculty of LDAP's seminars between April 1980 and August 1981, and miscellaneous correspondence between employees of MALDEF and outside organizations written between 1978 and 1981.

The Leadership Development and Activation Project was originally initiated as a subsection of the Community Education and Activation Project in 1980, and was overseen by Ralph Hurtado. The primary responsibility of this section was to plan and administer leadership seminars for Mexican-American men and women in San Francisco and Alameda Counties, in order to create a leadership pool for community agencies and policy-making boards or commissions to draw from. Seminars were financed in part through grants from the Dayton Hudson foundation and the San Francisco Foundation. In addition to regularly scheduled seminars, retreats and day-long sessions in Sacramento were held. Seminar topics included public speaking, housing, government, and organizational skills.

Historical Note

The Policy Studies and Research department, an outgrowth of the Community Education and Activation Project, was founded in September 1977, using a grant from the Ford Foundation received the previous July. Eduardo Marenco was appointed to the directorship of this section, which was intended as a research unit to identify issues of interest beyond litigation. Research papers were commissioned for use both internally and in conferences and workshops, and a research network encouraged to develop. Areas of special interest pursued by the department included equal educational opportunity, voting rights and political access, equal employment opportunity, and naturalization. Funded studies included a study of law school admissions criteria and a study of differences in educational opportunity and outcome between Anglos and Mexican Americans. A Minorities and Women project, funded by the National Institute of Education, was intended to provide minorities and women with one-year research opportunities, until the closure of the Policy Studies and Research department circa 1983.

Scope and Contents Note

This file contains correspondence, funding proposals, mailing lists, status reports, research files, agendas, questionnaires, and publications generated by the Program on the Access to the Legal Profession and its predecessor, the Law School Admissions Study Project. The project was to include a review of the existing literature on law school admissions and a comprehensive study of current law school admissions procedure, in the hopes that MALDEF could make some recommendations on making the process more inclusive for minority students.
