Copies of outgoing memoranda of Frank Durkee to the State Highway Engineer, the Right of Way and Bridge Departments of the Division of Highways, and the Toll Bridge Authority. Memoranda comprise reviews of legal documents such as deeds and contracts; legal opinions on questions of taxation, insurance, the leasing of property, disposal of excess property, the responsibility for accidents, the lowering of bridge tolls; and statements of the probable impact of proposed legislation.

Subjects dealt with include, Drainage Problems, Excess Lands, Condemnations, House Sales, The California Law Revision Commission; The Division Task Force on Environmental Law and Litigation, and Utility Relocation.

Copies of background reports prepared by Department of Public Works personnel for use by Legislative and Advisory Committees, largely dealing with highways and transportation planning problems. Also contains legislative resolutions, portions of transcripts, notes on committee meetings, agendas, notices, and related correspondence.

Scope and Content Note

Arranged chronologically.
Records collected on incidents which could potentially lead to legal actions against the Division of Highways, including accidents caused by Division personnel, injuries or accidents caused by the condition of roads, and damage to property caused by construction.
Contains memoranda between Legal Division Staff Members discussing the legal ramifications of accidents; reports prepared by district engineers (frequently including maps, diagrams, and photographs); and copies of accident reports by the Highway Patrol and other law enforcement agencies.

Scope and Content Note

Organized alphabetically by name of claimant.
Records relating to 90 day claims against the Division of Highways for alleged damage done to property caused by highway construction, or for damaged incurred in accidents claimed to have been caused by the condition of state maintained roadways.
Contains legal briefs; memoranda summarizing cases; police accident reports; and frequently maps, diagrams, and photographs of damage.
