for James Warner, master mason and resident of California since 1849, for a permanent appointment at Mare Island Navy Yard
as master mason. Contains 63 signatures of prominent citizens, including Edward Dickinson Baker, early California lawyer and
orator.

The Mare Island Naval Shipyard was founded in 1854, with future Civil War Admiral David Farragut as its first commandant.
