Abstract:

Printed General Orders nos. 23, 24, 239, 85, 86, 88 from Headquarters Department of Cumberland. General Orders nos. 23 and 24, dated respectively Nov. 27th and 28th, 1862, are by command of Major General Rosecrans and Assistant Adjutant General and Chief of Staff, Julius P. Garesché, from Head Quarters 14th Army Corps, Department of the Cumberland, Nashville, Tennessee. General Orders no. 23 provides regulations to be strictly observed by Army Sutlers to prevent them from selling goods to citizens unrelated to the Army, which constitutes giving aid and comfort to the enemy. General Orders no. 24 provides an extract of the substitute for the Regimental and Garrison Courts Martial titled "An Act to amend the Act calling forth the Militia", which was introduced by Congress, approved on July 17, 1862, and published in General Orders no. 91, War Department, July 29, 1862.
General Orders no. 239, dated October 15th, 1863, is by command of Major General Rosecrans and Assistant Adjutant General C. Goddard from Head-Quarters Department of the Cumberland, Chattanooga, Tennessee. General Orders no. 239 provides regulations extracted from General Orders of the War Department nos. 191, 216, 305, and 324 regarding the recruitment of Veteran Volunteers from troops serving in the field. General Orders nos. 85 and 86, dated respectively June 7, 1864 and June 9, 1864, are by command of Major General George H. Thomas and Assistant Adjutant General William D. Whipple from Head-Quarters Department of the Cumberland, Morris Hill Church, Georgia. General Orders no. 85 is about Batteries serving with Divisions not being able to carry the required amount of forage with a reduced number of wagons; therefore, Division Commanders are ordered to return the number of wagons to six.
General Orders no. 86 grants the Commissary Department permission to issue to officers, who were not paid in a timely fashion, the necessary rations to subsist, the cost of which will be deducted from their next payment. General Orders no. 88, dated June 26, 1864, is by command of Major General George Thomas and Assistant Adjutant General William D. Whipple from Head-Quarters Department of the Cumberland, Near Kenesaw Mountain, Georgia. General Orders no. 88 is about the muster-out of troops whose terms of service are expiring and the better execution of provisions of Circular No. 36 from the War Department. The order includes instructions to send non-Veteran officers to either Chattanooga or Nashville to rejoin their regiments.
