Cecilia Diane Howell was born in Chicago, Illinois on July 20, 1950. She attended Barnard College at Columbia University as an undergraduate. She received her masters (1974) and doctorate (1978) degrees in psychology from the University of California, Berkeley. Howell practiced clinical psychology for many years. She served as president of the Bay Area Association of Black Psychologists and started a newsletter entitled Black Perspectives, in order to raise visibility of the organization. Later she founded and published the Black Business Listings and produced the annual Oakland Black Expo, in order to promote economic and career development in the African American community. Howell received many awards for her economic, political and philanthropic work. She died of complications from pneumonia in Oakland, California on December 24, 2008 at the age of 58.
