Note:

See Box 4166 Folder 40 (numbered file #68) for Charles O'Connor's appeal of his dismissal and a record of his experiences in the Red Cross. He asked for back pay, in part, due to his acquiring an "intestinal illness" in Mexico in 1915. The file numbers (numbered by date in pencil) were retained in organizing this collection, but it is unknown if these numbers were originally affixed by Charles O'Connor.
Charles J. O'Connor worked as a Red Cross volunteer and paid employee from 1906 to 1919. He started off volunteering after the San Francisco Earthquake in 1906 and later was active during the ARC relief efforts in Mexico in 1915. In 1915, O'Connor was sent to Mexico City to take charge of Red Cross relief efforts to feed a starving population, during which time the city was attacked and occupied by four rival revolutionary factions. In 1917, during WWI, he was appointed Director of Civilian Relief in the ARC's Pacific Division, but was dismissed in June 1919, when the ARC began to scale back its civilian relief efforts. Mr. O'Connor fought to retain his salaried job and to extend services beyond families of soldiers and sailors, but was ultimately not successful. The creation of this collection was part of his effort to retain his job.
