S. Clifford Doughty was an outstanding, highly-skilled Construction Engineer, who designed the methods and procedures as well
as specialized equipment necessary for major marine construction projects. He worked for the Pacific Bridge Company in the
1950's and was the Chief Construction Engineer for Ben C. Gerwick, Inc. from the early 1960's on. Doughty's projects are generally
bridges, underwater pilings, platforms, or walls. Notable projects for which he prepared the procedures while working for
Ben C. Gerwick, Inc. were the Ocean Outfall for PG&E's Moss Landing Steam Power Plant, extending a mile into the ocean for
the largest steam power plant (oil-fired) in the world at the time. Among the bridge projects on which he was involved were
the Feather River Bridge, a long pre-stressed concrete railroad bridge and the Marine Terminal Facilities for the US Navy
at San Francisco Naval Shipyard in Hunter's Point.
