Frank Cecil Newman was born in Eureka, California on July 17, 1917. He received an A.B degree from Dartmouth College in 1938,
and law degrees from Boalt Hall at U.C. Berkeley and Columbia University. He spent most of his lengthy career teaching at
Boalt, as a professor of international and human rights law and as dean. He spent five years as an associate justice of the
Supreme Court of California. He died in Oakland, California on February 18, 1996.
