Jeff Sheehy, former president of the Harvey Milk Lesbian/Gay/Bisexual Democratic Club and United Against United spokesperson,
along with Carol Stuart and Geoff Kors founded the Equal Benefits Advocates in 1997, which drafted and lobbied the equal benefits
ordinance (SF Admin Code Sec. 12B, 12C "Nondiscrimination in Contracts" ordinance).
