Includes briefs, findings, correspondence, and reports on water use by Los Angeles Department of Water and Power in Inyo County between 1972 and 2001. Also includes copies of historical legal documents on the conflict over water between Inyo County and Los Angeles. Additionally, there is a small amount of materials from Mr. Rossmann's classes on water law taught at UCLA in the 1980s.

Antonio Rossmann (born April 25, 1941 in San Francisco, California) is a graduate of Harvard College (1963) and Harvard Law School (1971). He specializes in water rights and land use law, including the decades-long fight between the Owens Valley and the Los Angeles Department of Water and Power. Since 1991, he has taught water resources, land use, and constitutional law at Berkeley Law (University of California, Berkeley). Previously, he taught at Stanford, Hastings, UCLA, and as a Fulbright lecturer at the University of Tokyo.
