Biographical Note
Born in Lafayette, Ind., 1923. B.S. degree in civil engineering (Purdue University, 1948); hydraulic engineer, U.S. Bureau
of Reclamation, Denver, Colo. (1948-1950); M.S. in meteorology (New York University, 1948); Ph.D. in hydraulics (University
of California, 1953). Professor of Civil Engineering, University of California, Berkeley; chairman of the Universities Council
on Water Resource; and an instrumental figure in organizing the world-wide International Hydrological Decade. President of
Todd Engineers, Emeryville, Calif., a consulting firm specializing in groundwater investigations (1978-present).
