Scope and Content Note
- (1) The GENERAL file (1939-1974) contains proposed amendments to the water code, comments on the California Water Plan, state's water problem, feasibility studies, administration of the Davis-Grunsky Act for aid to local water districts; and economic and financial policy for State Water Projects
- (2) The BOX CANYON DAM PROJECT file (1959-1976) has background information on the project, funding through the state legislature and federal Area Redevelopment Act, studies regarding recreational aspects and employment prospects brought by the dam construction, and transfer of jurisdiction from the Siskiyou County Flood Control and Water Conservation District into the State Park System
- (3) The DOS RIOS DAM PROJECT file (1967-1971) composes of position statements from the boards of county supervisors and chambers of commerce regarding the localities affected by the project, statements presented before the Joint Water Committee at the August 16, 1968 hearing in Ukiah, California; progress report to the Legislature by the Senate Committee on Water Resources; correspondence with the Eel River Association, and newsclippings
- (4) The EEL RIVER BASIN file (1967-1973) includes assessments of water requirements and available resources, route studies, letters and petitions from constituents and organizations indicating their route preferences, flood control and transcript of testimony of a public hearing before the California Water Commission in Eureka, California on August 2, 1968. See also the PROTECTED WATERWAYS file (1971-1974) which pertains to resolutions against a proposed bill in Congress to bring the Eel River under the administration of the Federal Wild and Scenic River Act
- (5) The KLAMATH RIVER BASIN file (1951-1975) deals with pressure on utility companies (e.g., California Oregon Power Company) for greater public use of their land and water areas for recreational purposes. Questions were posed regarding policy on operation, maintenance and liability responsibilities; identification of recreation potential of existing and proposed reservoirs and related areas, environmental impact (e.g., algae, fish kills, pollution), and reclamation. Particular information is available on the Grenada Ranch Project, Iron Gate Project and Trinity River Project. Of special interest is the CALIFORNIA KLAMATH RIVER COMMISSION file (1952-1971) which was created by the Legislature for the purpose of negotiating a compact with the State of Oregon for the distribution and use of waters of the Klamath River. Related files on water are the WATER DEVELOPMENT PROGRAM file (1958-1969) which comprises of background information and data on the Burns-Porter Act (1960), its problems and benefits, recommendations for amendments to the Davis-Grunsky Act and a comparison between the Dolwig Water Plan and Brown Water Plan; and the SENATE INTERIM COMMITTEE ON PROPOSED WATER PROJECTS file (1957-1958) which focuses on presentations by various counties and water districts at hearings before the committee in response to its questions on basic policy determination, water needs, damage and compensation, water and power sales, and financing.
- The AGRICULTURE file (1939-1975) deals with an important economic base in Collier's district. It mainly consists of correspondence from his constituents pertaining to bills before the legislature. Topics include production, sale and transportation of milk and diary products, elimination of municipal meat inspection in favor of transferring duties to the State Department of Agriculture, grading of potatoes and labeling of containers, and free flow of interstate commerce in wine. Of special interest is the Easter Lily industry in Del Norte County.
- The COUNTY file (1939-1975) covers projects administered at the county level. Major topics focus on economic resources inventories and development programs (Del Norte and Siskiyou), Shelter Cove Coastal Angling Access Development Project (Humboldt), federal Accelerated Public Works Program (Siskiyou) and Sonoma County's proposal to withdraw from the Association of Bay Area Governments.
- The EDUCATION file (1938-1976) deals with proposed district unification. prospects in securing an University of California campus in Sonoma or Mendocino County, vocational education; funding for school programs and pilot projects as well as for construction, improvement and equipment needs in state colleges and state special schools.
- The ELECTIONS file (1938-1972) contains certificates of nomination and election, campaign literature and endorsements for Collier's bid to the State legislature. Includes information when he served as co-chair of Kennedy for President campaign in Siskiyou County.
- The FLOODS AND FLOOD CONTROL file (1943-1974) documents efforts in rescue, salvage and redevelopment of areas which had been damaged by flood, in particular, Crescent City.
- The HARBORS file (1939-1974) cover proposed development and improvements in Crescent City, formulation of Humboldt Bay Recreation and Conservation District, and efforts to designate Noyo Harbor as a harbor of refuge.
- The HIGHWAYS file (1939-1971) comprises of correspondence from constituents and resolutions from local authorities regarding route adoption, nomination of roads into the state highway system and local conditions (e.g., needed maintenance, installation of guard rails, snow removal.) Of special interest are the ground breaking and dedication ceremonies of the Oregon Mountain Tunnel (later renamed as the Randolph Collier Tunnel.) Background information on the Oregon Mountain Tunnel available in the Highway and Transportation Files.
- The HOSPITALS file (1940-1974) is primarily concerned with providing health services as well as receiving funds for construction. Topics pertain to state mental hospitals, medical care of indigents, phase-out of Mendocino State Hospital and proposed conversion of site (See also Senate Select Committee on Proposed Phase-out of State Hospital Services), language stimulation and reading program for severely retarded children and new hospital construction or additions.
- The INDIANS file (1939-1976) covers education, federal assistance programs, health and welfare, Inter-Tribal Council, payment of land claims, State Advisory Commission on Indian Affairs and civil and criminal jurisdiction over Indians on Indian land.
- The LEGISLATURE file (1939-1973) consists of records from committees on which Collier served. It further examines reapportionment by covering several proposals concerning the redistribution of representation in the legislature such as Collier's suggestion for an East/West split.
- The PARKS AND RECREATION file (1939-1976) focuses on the pros and cons for creation of the Kings Canyon National Park and the Redwoods National Park; beach and shoreline development; acquisition, development and use of land within the state park system.
- The PUBLIC ASSISTANCE file (1938-1969) directs attention to the allegations of waste and politics in the State Relief Administration and its subsequent reorganization in 1940, the call for returning relief administration to the counties, ephemera regarding the California State Retirement Life Payments Act of 1939 (aka $30 Every Thursday or Ham & Eggs), Old Age Assistance Initiative (1951) and needed changes in California Old Age Pension Laws (1940s).
- The SPEECHES file (1939-1972) consists of testimonies before legislative committees, statements at conferences and public appearances, and radio talk scripts. Topics generally pertain to transportation problems, legislation and financing of highways and county roads.

- The BAY AREA TRANSPORTATION STUDY COMMISSION file (1961-1969) deals with a plan for a regional authority with power to coordinate and regulate roads, bridges, airports and transit systems.
- The COUNCIL OF STATE GOVERNMENTS file (1954-1968) contains interstate compacts (driver's license, highway safety and vehicle equipment safety), records of the Western Interstate Committee on Highway Policy Problems and Executive Committee minutes.
- The COUNTY ROADS AND CITY STREETS file (1946-1963) includes deficiency reports, resolutions and suggested legislation for correcting deficiencies in funding. Separate files and additional information is available for Del Norte (1939-1978), Humboldt (1949-1968), Siskiyou (1939-1976) and Sonoma (1949-1973) counties under the county name.
- The GOVERNOR'S AUTOMOBILE ACCIDENT STUDY COMMISSIONS file (1968-1970) contains final report of the commission's study on automobile accident prevention, consequences and reparations. Includes commission hearing presentations and series of background reports on traffic safety by the Insurance Institute for Highway Safety.
- The GOVERNOR'S TASK FORCE ON TRANSPORTATION (1967-1970) was created to define the state's role in transportation planning and recommend an organizational structure which could correlate and plan for the state's future transportation needs. Among the recommendations of the task force was the creation of the California Transportation Board. (see Secretary of Business and Transportation Agency records group for State Transportation Board records.)
- The LOS ANGELES METROPOLITAN AREA file (1951-1964) addresses public transit problems. Includes regional transportation study conducted in 1960.
- The OREGON MOUNTAIN TUNNEL file (1949-1962) contains background information on the need for such a tunnel and its placement. Coverage on the groundbreaking ceremonies and the tunnel dedication are found with the Subject Files under the heading of Highways--Randolph Collier Tunnel Dedication.
- The RAPID TRANSIT file (1953-1970) focuses on the proposed organizational and financial aspects of the Bay Area Rapid Transit (BART) as well as studies and reports of the Los Angeles mass rapid transit problem.
