American diplomat; consul, Vladivostok, Russia, 1914-1920; secretary of embassy to Japan, 1921-1924; chairman, United States delegation, Conference on the Limitation of the Manufacture of Narcotic Drugs, Geneva, 1931; consul general, Sydney, Australia, 1932-1935; consul general, Tientsin, China, 1935-1941; minister to Ethiopia, 1943-1945.
