Series 1 Bill Files 1971-2014

Physical Description: 1,175 file folders.

Arrangement

Bill files are arranged chronologically by legislative session, then numerically by bill number.

Scope and Content Note

Bill files created by the Senate Natural Resources and Water committee may include bill analyses, amendments and resolutions, author's statements, testimony, press releases, editorial and newspaper clippings, correspondence, committee statements, and other information.
Those interested in the welfare of animals may be interested in SB67 (1993-1994) and SB1221(2011-2012), which dealt with hunting black bears with dogs, AB985 (2001-2002) which gives details of the California Endangered Species Act and "take permits," and three bills relating to ferret legislation, AB409 (1997-1998), AB854 (1999-2000), and AB647 (2005-2006). AB820 (2005-2006), regarding the keeping and breeding of wild animals, had a massive public campaign.
Those researching recreation in California may be interested in SB331 (1989-1990), which dealt with the preservation of the Donner Party Trail, as well as SB1062 (1991-1992), which dealt with the potential creation of the Port Disney theme park in Long Beach. SB1327 (2003-2004) related to the California State Park system and SB1381 (2003-2004) promoted bicycling and walking.
Those interested in wildlife conservation may want to review SB28 (1995-1996), which dealt with Proposition 113 - Habitat Conservation Fund, and SB1143 (1997-1998), which dealt with the Natural Community Conservation Planning (NCCP) Program. AB376 (2011-2012) prohibited the sale of shark fins and had a large public campaign, and AB711 (2013-2014) banned the use of lead ammunition in hunting.
Researchers reviewing water conservation and management may be interested in SB317 (2003-2004) which sought to restore the Salton Sea and had a huge public campaign, SB820 (2005-2006) regarding water conservation, AB2270 (2007-2008) which created a revision to recycled water quality, SB263 (2011-2012) which recommended well logs, and SB1201 (2011-2012) which sought to restore the Los Angeles River.
Those interested in the subjects of toxic substances and energy development may want to research SB403 (2005-2006) which sought to regulate the tanker movement of hazardous materials in state waters, and SB4 (2013-2014) which sought to regulate fracking.

Series 2 Hearing Files 1959-2013

Physical Description: 528 file folders, 357 Audio Cassettes, 22 Videotapes, 138 Compact Discs.

Arrangement

Hearing files are arranged chronologically by date of hearing.

Scope and Content Note

Hearing types include informational hearings, joint informational hearings, and round tables. Files may contain agendas, testimony, transcripts, reports, and background material. Audio cassettes, videotapes, and compact discs have been separated from the files and are stored separately for preservation purposes. A separation sheet is placed in the folders to alert researchers to the existence of such material. Hearings of interest include: Stockton ship channels (04/23/1971), Surface mining issues (11/20/1974), Federal Clean Air Act (10/14/1976), Offshore oil drilling (11/14/1983), the Fountain Fire of 1992 (03/12/1993), the Clinton Forestry Plan (08/18/1993 and 01/05/1993), the Governor's Flood Protection Plan (02/22/2004), the State of California's Environment (02/02/2005), the Water Bond (01/24/2006-02/21/2006), Proposed Infrastructure Bonds (03/01/2006), Proposition 84 (08/08/2006, 02/27/2007-03/13/2007), the Los Angeles River (05/11/2007, 10/12/2011), Catastrophic Fires Prevention (03/07/2008), State Park Closures (08/28/2009), and the Delta Update (03/08/2011).

Scope and Content Note

Subject Files include correspondence, background materials, notes, and reports regarding the Division of Forestry, State Parks system, cultural resources, domestic violence, environmental impact report, genetics, Headwaters Forest Stewardship Plan, Methyl Teri-Butyl Ether (MTBE), and recycling.

Scope and Content Note

The Committee Files contain: rules and waivers regarding the Standing Rules of the Senate and Joint rules, Legislative Counsel forms, jurisdictions, list of bill authors, file notices in regards to forestry, coastal resources, endangered species, commercial fishing, as well as referrals and information on bills referred to the committee.

Arrangement

The Salmon Files have been retained in the order in which they were received.

Scope and Content Note

The Salmon Files contain historical information on salmon decline, scientific studies, petitions, as well as information regarding spring-run salmon, salmon spawning, legal requirements, and California Endangered Species Act "take permits." There is background on laws and regulations regarding salmon fishing, as well as scientific studies and information regarding salmon spawning and migration.
