Contains mostly correspondence concerning Oregon land fraud cases, the San Francisco graft prosecutions, the Progressive Movement, and the Democratic Party in California. Some correspondence is addressed to Mrs. Heney, C.W. Cobb (Heney's law partner), and a few others. Also includes campaign materials for Heney's senate campaign in 1914, the Roosevelt Progressive Republication League, and Woodrow Wilson's 1916 Presidential campaign; and documents related to his legal practice and court cases.

Francis Joseph Heney was a lawyer most famous for his involvement in the Dr. John Christopher Handy divorce case in 1891, the Oregon Land Fraud trials in 1905, and the San Francisco graft prosecution from 1906 to 1908. In 1914 Heney ran for the U.S. Senate as a Progressive, but lost to Democrat James D. Phelan.
