Scope and Content Note

This series consists of Watson's files documenting various tobacco control legislative efforts between 1988 and 1996. Materials include correspondence, the texts of bills, updates on the bills' progress, information on the initiative process, and legal documents related to court challenges.
The series includes materials related to SB 2133, introduced by Watson in anticipation of the passage of Proposition 99, as well as materials concerning the original initiative for Proposition 99, and AB 99 and SB 1099 (authored by Senator Watson), the Assembly and Senate re-authorization bills.
AB 816 was another re-authorization bill for Proposition 99, but included language that redirected funds, reducing the 20% originally earmarked for Health Education and assigned the money to fund non-tobacco related health programs. AB 816 was challenged in court and extensive litigation files are included with this material. Other bills documented include AB 698, AB 1695, AB 3487, AB 3483, and SB 1932, SB 949, SB 493, and SB 1971.
