Background
John P. Peper contributed towards the development of law enforcement training in the 20th Century. As Supervisor for the Bureau
of Trade and Industrial Education, California Department of Education (1946-1967) he developed and taught a professional peace
officer training course. He also developed a nationally acclaimed bicycle safety program as a patrolman with the Berkeley
City Police Department from 1933 to 1946.
