On April 3, 1991, the Los Angeles Board of Police Commissioners ordered Chief of Police Daryl Gates to take 60 days of paid administrative leave in response to the Rodney King incident. After threatening legal action, Gates was reinstated to his post as Chief by the City Council. However, this incident called into question the balance of power between the Chief of Police and members of the Commission. First Interstate Bancorp was the firm selected to investigate the dynamics between these two administrative bodies, and materials in the series pertain to the firm's work product.
Included are performance-related self evaluations submitted by Chief Gates to the Police Commission; the writ of mandamus petitioned by Gates related to his administrative leave; a legal opinion discussing the role of the City Attorney in cases where the opinions of two city bodies are juxtaposed; interview transcripts regarding the LAPD's procedures for handling complaints; memoranda about corruption within the LAPD; and reviews and summaries of literature regarding civilian oversight of municipal police departments. To ascertain misconduct on the part of LAPD officers, the Independent Commission set out to probe databases maintained by the LAPD related to four areas: personnel complaints, use of force, officer-involved shootings (OIS), and the use of dogs (K-9). This task was delegated to the firm Freeman & Mills, which was responsible for obtaining these databases from the LAPD, converting pertinent data into useable formats, creating additional databases of additional information, and analyzing its findings. A critical component of the Commission's investigation centered on the idea that governance of the LAPD was shared between the Office of the Chief of Police, an administrative body, and the Board of Police Commissioners, a citizen body. To better understand the dynamic between these two entities, the staff of Heller, Ehrman, White, & McAuliffe researched the history of the Los Angeles City Charter, focusing primarily on its provisions regarding the distribution of power and the structure and organization of the LAPD. Included in the series are reproductions of reports, dissertations, article clippings, excerpts from city documents, and charter amendments related to the charter's conception and development over time. The series also includes several summaries of expert witness interviews regarding the effectiveness of this structure.

Latham & Watkins researched a total of 83 civil litigation cases brought against the LAPD pertaining to excessive force and/or improper tactics to ascertain whether the Rodney King incident was in fact the aberration that Chief Daryl Gates described. Included in the series are several materials related to the firm’s investigation and final work product. Specifically, the series contains source materials related to the 83 cases that were studied. These materials include the firm’s own memoranda and notes, statistics on misconduct and police brutality, summaries of the selected cases, recommendations for settlement drafted by the Office of the City Attorney, docket cards, copies of settlement agreements, a master roster of officers named in the civil suits, and excerpts from officers’ personnel files. Also included are summaries of interviews held with police personnel and aggrieved citizens about their perception of problems within the LAPD.

The staff of Manatt, Phelps & Phillips extended its support to the Independent Commission by undertaking the following tasks: preparing and reviewing the recruitment/testing and academy/training chapters of the Commission report; presenting witnesses to the Commission; interviewing over 20 LAPD personnel of different departmental ranks; interviewing city staff and medical personnel; attending meetings with the Police Protective League; reviewing the background files of LAPD officers; attending numerous roll call training sessions and public meetings; researching and drafting legal memoranda in reference to labor issues arisen within the report; conducting general background research for the Commission; and attending two ride-alongs with the LAPD. Materials in the series pertain to the firm’s work product, including interviews conducted with alleged victims of police brutality and with respected figures in the law enforcement field. Also contained in the series are statistics that show the passage rate of new recruits who took a mandated psychological evaluation upon employment. These statistics are compiled according to gender and race.
