Walter Monte Ingalls, Democrat, was a State Assembly Member, 1973-1982. His 74th Assembly District included cities within
Riverside County. After redistricting, he represented the 68th Assembly District.
Ingalls was born on October 17, 1944 in Hemet, California. He graduated from Riverside Polytechnic High School in 1962. In
1966 he earned his BA degree from the University of California, Riverside then received his JD degree from the University
of California, Berkeley's Boalt Hall in 1969. After graduation he served in the Riverside County District Attorney's office
for three years and was a senior trial attorney there at the time of his election to the Assembly.
His community activities included membership in the American Federation of State, County and Municipal Employees; the AFL-CIO;
the Riverside Chapter of the NAACP; the League of United Latin-American Citizens; the Riverside Lodge of the B.P.O.E.; the
Riverside County Bar Association; the Riverside County Barristers Association; the State Bar of California; and the American
Bar Association. He was also a member of the Riverside County Association for Retarded Children, Inc.; the Friends of the
4-H Steering Committee; the Jurupa Mountains Cultural Center; the American Cancer Society, Riverside Chapter; the American
Lung Association, Riverside Chapter; the California Off-Road Vehicle Association; and the Citizens University Committee. He
was also a member of the Board of Directors, UCR Alumni Association; the Magnolia Center Rotary Club; the Sierra Club; the
Tri-County Conservation League; the Riverside County Peace Officers Association; the Native Sons of the Golden West; Clean
Air Now; the Evergreen Masonic Lodge; and Scottish Rite, El Bekal Shrine.
Assembly Member Ingalls was elected to the State Assembly in 1972. According to the California Legislature at Sacramento (Handbooks),

In addition, as a member of the Legislature, Ingalls served on the California Transportation Commission, 1979-1980; the Commission
of the Californias, 1977-1982; the Federal Energy Administration's Transportation Advisory Committee, 1977; the National Academy
of Sciences, 1979-1982; the State Transportation Board, 1976-1978; the State-Federal Assembly Transportation Committee, 1977-1982;
and the Transportation Research Board, 1979-1982.
Walter Ingalls retired from the Legislature in 1982 and was appointed to a four-year term on the California Transportation
Commission, which he had helped to create. He died of liver cancer on July 7, 1991 at the age of 46.
The Walter M. Ingalls Papers consist of Assembly Bill Files, 1973-1982. The bill files document Ingalls' legislative activity
during his time as a member of the California State Legislature. Bills introduced by Assembly Member Ingalls cover a wide
array of subjects. His main areas of interest were transportation, air pollution control, and energy.
