Acquisition Information

The Stringfellow Hazardous Waste Site collection is comprised of two accessions. Series one and two were acquired as a gift circa 1995. Series three was acquired as a gift in 2009.

Processing of the Stringfellow Hazardous Waste Site collection was generously funded by the Andrew W. Mellon Foundation and administered by the Council on Library and Information Resources (CLIR). The University of California, Riverside was awarded a Cataloging Hidden Special Collections and Archives grant from 2010-2012, "Uncovering California's Environmental Collections," in collaboration with eight additional special collections and archival repositories throughout the state and the California Digital Library (CDL). Grant objectives included the processing of over 33 hidden collections related to the state's environment and environmental history. The collections document an array of important subtopics such as irrigation, mining, forestry, agriculture, industry, land use, activism, and research. Together they form a multifaceted picture of the natural world and the way it was probed, altered, exploited, and protected in California over the twentieth century. Finding aids are made available through the Online Archive of California (OAC).

Historical Note

Located in Riverside County approximately five miles northwest of the City of Riverside and one mile north of the community of Glen Avon, the Stringfellow Hazardous Waste Site occupies 17 acres at the head of Pyrite Canyon in the Jurupa Mountains. Commonly referred to as the Stringfellow Acid Pits, the site functioned as a Class I industrial waste disposal facility permitted by the Santa Ana Regional Water Quality Control Board (RWQCB) from August 1956 to November 1972. In 1955, the RWQCB contacted James B. Stringfellow, owner of the Stringfellow Quarry Company, to discuss the creation of an industrial waste dump on a portion of his company's land in the Jurupa Mountains. Following a report by the State Division of Water Resources approving use of the site, Stringfellow agreed to the proposal, and the dumping of toxic wastes commenced in 1956. Approximately 34 million gallons of industrial wastes, which belonged to some of the most high-profile American companies and contained over 200 hazardous chemicals, were disposed of over the course of the site's 16-year operation.
In 1969, excessive rainfall caused the reservoirs at the facility, known as evaporation ponds, to overflow into Glen Avon. That same year, Parents of Jurupa, Inc., a non-profit corporation comprised of Glen Avon residents, was established with the goal of permanently closing and cleaning up the Stringfellow site, which was believed to be the cause of many health problems in the community. Due in part to the lobbying efforts of the organization, the site officially ceased operation in November of 1972 and permanently closed the following month. The facility's state permit was revoked as a result of waste-discharge violations, and management of the site subsequently passed from the Stringfellow Quarry Company to Riverside County in 1974, with operational responsibility assigned to the RWQCB. Responsibility later passed to the California Department of Health Services (DOHS) in 1981.
In 1980, the United States Congress passed the Comprehensive Environmental Response, Compensation and Liability Act, which established a $1.6 billion trust fund known as the "Superfund" for the emergency cleanup of chemical spills and hazardous waste dumps in the U.S. The Stringfellow Hazardous Waste Site was officially placed on the United States Environmental Protection Agency's (US EPA) Superfund national priority list in 1983. By that time, contaminants had already moved into the local groundwater supply in Glen Avon, requiring residents to ultimately receive water from public utilities. Cleanup efforts were jointly managed by the US EPA and the DOHS Toxic Substances Control Division (later Department). According to the US EPA, Region IX website, the site cleanup process has progressed in five phases: an initial action phase (1980-1984) and four long-term remedial action phases (1984-present). The latter phases include the installation of a pre-treatment plant, contaminant source control, the cleanup of the lower canyon, and the hydraulic control and cleanup of the contamination affecting the community water supply wells. The site is geographically divided into four zones as follows: Zone 1 - On-site/Upper Mid-Canyon Area, Zone 2 - Mid-Canyon Area, Zone 3 - Lower Canyon Area, and Zone 4 - Glen Avon Community.
Since 1996, the Department of Toxic Substances Control, a branch of the California Environmental Protection Agency, has maintained operational control at Stringfellow, with the US EPA serving as an oversight agency. Treatment of the hazardous waste site is ongoing.

Chronology

1955: James B. Stringfellow, owner of the Stringfellow Quarry Company, was contacted by California officials to discuss the creation of a 17-acre hazardous waste dump on his property.
1956: In August, Stringfellow began operating a class I hazardous waste disposal facility permitted by the Santa Ana Regional Water Quality Control Board (RWQCB).
1969: Excessive rainfall caused the disposal ponds at Stringfellow to overflow into Glen Avon.
  Parents of Jurupa, Inc., a non-profit corporation of Glen Avon residents, was established with the goal of closing down the Stringfellow HazardousWaste Site.
1972: The Stringfellow Hazardous Waste Site ceased operation as a disposal facility in November, and closed permanently in December.
1974: The State of California gained control of the Stringfellow Hazardous Waste Site, with the RWQCB serving as the responsible party.
1978: Excessive rainfall caused the disposal ponds at Stringfellow to overflow into Glen Avon a second time.
1980: The United States Congress passed the Comprehensive Environmental Response, Compensation and Liability Act. Known as the "Superfund," the Act provided $1.6 billion for the emergency cleanup of chemical spills and hazardous waste dumps.
1981: Responsibility for the Stringfellow Hazardous Waste Site passed from the RWQCB to the California Department of Health Services (DOHS).
1983: The United States Environmental Protection Agency (US EPA) officially placed the Stringfellow Hazardous Waste Site on the national priority list for the federal Superfund.

Series Scope and Contents

This series is comprised of media clippings (1960-1987, undated) that document local news coverage of the Stringfellow Hazardous Waste Site, including the site cleanup process, political activism of the Glen Avon community, and local, state, and federal legislation affecting the area. Material on the general topics of ecology and pollution are also included. Clippings are primarily from Riverside County and Los Angeles County newspapers, with some material excerpted from other sources. Publications include The Press-Enterprise, The Record, People's World, West Side News , and the Los Angeles Times.

Series 2. Ruth Kirkby papers 1951-2005, undated

Biographical Note

A resident of Glen Avon, California, since 1942, Ruth Kirkby was a trained geologist and outspoken political activist for her community. In 1969 she founded Parents of Jurupa, Inc., an organization dedicated to the elimination of the Stringfellow Hazardous Waste Site and the welfare of fellow residents. She served as the organization's corresponding secretary, lobbying public officials in local, state, and federal government on behalf of Glen Avon and representing the community to the regional news media.
Kirkby was a member of numerous committees related to the Stringfellow cleanup effort, including the Stringfellow Advisory Committee (sponsored by the California Department of Health Services, Toxic Substances Control Division), the Technical Advisory Committee (sponsored by the Santa Ana Regional Water Quality Control Board), and the Solid Waste Management Advisory Committee (sponsored by the Riverside County Roads Department). She also corresponded with UC Riverside Assistant Professor of Geophysics Don J. Stierman, Ph.D., who proposed studies of the Stringfellow site to inform closure procedures.
Along with her husband, Sam, Kirkby founded the Jurupa Mountains Cultural Center (JMCC) in November 1964, an organization dedicated to the natural history of the Jurupa Mountains and the Riverside area. Located in Glen Avon, Kirkby served as Executive Director of the center until 1994. Records of the Parents of Jurupa, Inc., were kept at the JMCC, where the group held its meetings.
Ruth Kirkby died on January 25, 2007 in Scottsdale, Arizona, at the age of 92.

Series Scope and Contents

This series contains correspondence, copies of public records, notes, ephemera, technical reports, government publications, photographs, and other documentation pertaining to Ruth Kirkby's community activism and involvement with the Stringfellow Hazardous Waste Site closure and cleanup. A small percentage of the papers deals exclusively with the affairs of the Jurupa Mountains Cultural Center (JMCC). The records date from 1951 to 2005, with the bulk spanning the years 1972-1987; undated materials are also included. Documents dating from the 1950s and 1960s are primarily copies of public records, while the majority of records created by Ruth Kirkby date from the 1970s and 1980s.
In her capacity as Parents of Jurupa, Inc., corresponding secretary and Executive Director of the JMCC, Kirkby regularly corresponded with state and federal legislators and local administrators in Riverside County and surrounding areas. Correspondents include, but are not limited to, the following: Representative George E. Brown, Jr., California State Senator Robert Presley, California Assemblyman Walter M. Ingalls, the California Governor's Office, the United States Environmental Protection Agency, Region IX, the California Department of Health Services, the California Solid Waste Management Board, the California Public Utilities Commission, the Riverside County Departments of Public Health and Development, the Riverside County Board of Supervisors, the City of Riverside Department of Public Works, and the South Coast Air Quality Management District. In addition to Kirkby, recipients of incoming correspondence include members of Parents of Jurupa, Inc., the Stringfellow Advisory Committee, and the Glen Avon community.
Kirkby also acquired a substantial aggregation of public records via her political participation, frequently making requests to local and state agencies for information regarding the Stringfellow Quarry Company, the acid pits, and cleanup and closure efforts in Riverside County. The bulk of the documentation consists of photocopies of correspondence and other records sent between various individuals and corporate bodies, many of them cited above.
Kirkby's network of federal, state, local, and private agency contacts frequently sent her copies of technical reports and government publications as they became available, some of which she later annotated. Select reports include attached correspondence indicating documentation was sent to members of Parents of Jurupa, Inc., the Stringfellow Advisory Committee, or other groups. Many were written in response to requests for proposals and not universally chosen for implementation. There is some duplication between publications collected by Kirkby and those contained in Series 3.
Folder descriptions are not comprehensive.

Series 3. Technical reports 1983-2009

Series Scope and Contents

This series is comprised of draft and final reports on topics pertaining to the Stringfellow Hazardous Waste Site contamination and cleanup. Aggregations of field data, test samples, and other measurements are contained within documents of varying nomenclature; terms used include "report," "study," "work plan," and "proposal." For descriptive purposes, "report" refers to all such documentation. Material also includes documents written in response to select reports or projects. Titles of formally published reports are italicized; other titles are enclosed in quotation marks. Title punctuation and syntax is not transcriptive, but formulated to facilitate legibility. Select reports are available in both paper and CD formats.
The scientific data represented in the reports was gathered by multiple agencies over the course of three decades. Field study was often undertaken by consulting firms acting as contractors or sub-contractors for larger institutions within the California state government or other private sector organizations. Entities for whom reports were prepared include the California Department of Health Services' Toxic Substances Control Division (later the Department of Toxic Substances Control under the California Environmental Protection Agency), the Pyrite Canyon Group, the Santa Ana Watershed Project Authority, and the United States Environmental Protection Agency, Region IX.

Administrative History

The Toxic Substances Control Division of the California Department of Health Services (DOHS) is the predecessor of the Department of Toxic Substances Control, an agency within the California Environmental Protection Agency.

Sub-Series Scope and Contents

This sub-series is comprised of technical reports published between the years 1984 and 1993 by the Toxic Substances Control Division of the California Department of Health Services (DOHS). Reports document the results of various field studies conducted at the Stringfellow Hazardous Waste Site. Projects were often contracted by DOHS and undertaken by outside consulting firms or public institutions, including Science Applications International Corporation and Kleinfelder, Inc. Reports primarily pertain to the Remedial Investigation/Feasibility Study and groundwater monitoring of the Stringfellow site, and the community of Glen Avon.

Administrative History

The Department of Toxic Substances Control, an agency within the California Environmental Protection Agency, is the successor of the Toxic Substances Control Division of the California Department of Health Services (DOHS).

Sub-Series Scope and Contents

This sub-series is comprised of technical reports published between the years 1996 and 2009 by the California Environmental Protection Agency's Department of Toxic Substances Control (DTSC). Reports document the results of various field studies conducted at the Stringfellow Hazardous Waste Site; summative annual reports are also included. Projects were often contracted by the DTSC and undertaken by outside consulting firms, including ENVIRON Corporation, GeoLogic Associates, Shaw Environmental, Inc., and Tetra Tech, Inc. Reports pertain to multiple topics, including bench-scale testing and groundwater monitoring of the Stringfellow site, and a supplemental feasibility study.

Sub-Series Scope and Contents

This series is comprised of technical reports published from 1991 to about 2000 by Pyrite Canyon Group, a private corporation located in the city of Riverside. Reports document the results of various field studies conducted at the Stringfellow Hazardous Waste Site. Projects were often contracted by Pyrite Canyon Group and undertaken by outside consulting firms, including Bechtel Environmental, Inc. and S.S. Papadopulos and Associates, Inc. Reports pertain to multiple topics and projects, including the community well test program, community extraction system, routine groundwater monitoring and site maintenance operations, and soil vapor extraction field tests.

Sub-Series Scope and Contents

This sub-series is primarily comprised of technical reports published from 1983 to 2006 by the United States Environmental Protection Agency (US EPA), Region IX, which covers the Pacific Southwest. Reports document the results of various field studies conducted at the Stringfellow Hazardous Waste Site, as well as proposals for further cleanup-related efforts and activities. Some reports are publications of the federal US EPA. Two reports were prepared for separate federal agencies: the Office of Technology Assessment, Congress of the United States, and the U.S. Geological Survey.
Reports were often contracted by the US EPA and undertaken by outside consulting firms, including Ecology and Environment, Inc., and CH2M Hill, Inc. Reports pertain to multiple topics and projects, including the fast-track remedial investigation feasibility study, the treatability testing program, remedial response activities, pretreatment plant operations, and community relations. Non-EPA affiliated reports also pertain directly to testing at the Stringfellow site.
