Series 1 Bill Files 1974-2014

An item is restricted from bill file AB19 (2009-2010) due to restrictions under the Public Records Act, section 7927.7 (formerly Gov. Code section 6254(c)).

Scope and Content Note

Bill files created by the committee may include analyses, amendments, author's statements, testimony, press releases, newspaper clippings, correspondence, committee statements, and background reports. The committee kept particularly complete files on the California Land Conservation Act of 1965, commonly referred to as the Williamson Act (AB991, AB1215, 1981), and AB2468 (1993-1994) regarding State energy resources conservation and development. AB2310 (1999-2000), relating to resources planning and management in addition to the waste tire storage and recycling bill, SB876 (1999-2000), the traditional tribal cultural sites; SB18 (2003-2004); and the Aircraft emissions bills, AB2501 (2005-2006) all are particularly large bill files kept by the committee. Bill files from 2007-2014 reflect issues regarding nuclear energy, e-waste, and the single-use plastic carryout bag recycling program. These files show an increasing trend to help preserve California's oceans and forestry, as well as pariticipating in the discussion regarding Global Climate Change. The discussion surrounding electronic waste and higher education programs on energy projects are also found here.
In addition, SB 1762 (2007-2008) establishes a grant program through the University of California system for climate change research. AB1359 (2009-2010), which prohibits food vendors from dispensing prepared food to customers in a disposable polystyrene container, contains 6 cubic feet of opposition. SB270 (2013-2014) installs requirements for reusable bags and prohibits stores from distributing reusable bags for less than 10 cents per bag.

Scope and Content

Hearing files for the committee may contain agendas, audiotapes, transcripts, testimony, background, and working files for regular session hearings as well as interim hearings and select joint committee hearings. Audiotapes and videotapes have been separated to a cold-storage vault for preservation purposes and separation sheets are in the hearing files to alert the researcher to the existence of these tapes. Common hearing topics include the Coastal Commission and Local Coastal Programs, solid waste facilities, electrical services, safe water supplies, natural gas, alternative fuel, and beverage container recycling and fees. The record series includes a number of hearings, such as the October 8, 1991 Ward Valley Radio Active Waste Facility hearing and the September 2 and 10, 1997 hearings on SB638 Air Pollution and Burning the American Flag, which are particularly detailed and would be interest to the researcher. The November 8, 2001 Burn dump site clean-up hearing and the February 10, 2003 joint hearing on the Perch Lorate Contamination of Ground Water hearing are also detailed files. Hearing files between February 24, 2011 to August 25, 2014 larely consist of roll call forms.

The most extensive files in this series are the Liquefied Natural Gas Site Proposal files, the Ward Valley Toxic Waste files, and the Rice Straw Burning and Trihalomenthanes files.

Scope and Content

This series contains the Chairman's correspondence from 1977-1979 (LP199:46-48) and the Committee's correspondence from 1997 through 2006 (LP405:972-981). The Chairman's files include letters received, copies of letters sent, memoranda, reports, speeches, and miscellaneous background materials concerning hearing scheduling and arrangements, as well as proposed and pending legislation before the committee. The Assembly Natural Resources Committee correspondence includes requests for referral to committee, waiver requests, request for resources and reimbursements from committee members and their staff, letters of authorization, invitations, letters to applicants, follow-up letters on subject consideration, written expressions of concern, letters of gratitude and support, testimonies, form letters, and similar correspondence between the committee members, legislature, constituents, and staff.

Scope and Content

Committee Agendas and Roll Calls created by the committee include roll call forms addressing the committee members present at the time of hearing. Committee Agendas pertain to various bills from April 13, 2009 to June 30, 2010, such as AB 19 on Greenhouse gas emissions, AB42 on Diablo Canyon Nuclear Power Plant, and SB104 California Global Warming Solutions Act of 2006. The various Agendas are accompanied by large amounts of roll call forms with committee member names and dates.

Assembly Special Committee on Fuel Scarcity 1979-1980

Scope and Content

Records from the Assembly Special Committee on Fuel Scarcity consist of 0.5 cubic feet of material reflecting the activity of the committee investigating California's fuel shortages in 1979. The committee collected background information relating to California's fuel sources, allocation, and future usage. The series comprises hearing files, chairman's correspondence files, and report files from 1979-1980. The report files consist of documentation regarding the committee's commission and the final report of the committee.
