Abstract: Collection consists of administrative, legal and fiscal records including articles of incorporation and by-laws, meeting minutes
from committees and regional branches, and research files relative to lobbying efforts including the death penalty and prison
reform. In addition, it includes other information collected by the organization on the issues they address agriculture, death
penalty, prison reform, violence prevention, and other programs.

by Jim Lindburg in 2002.

Included in the papers are the administrative, legal and fiscal records of the FCL including articles of incorporation and
by-laws, budget material, meeting minutes from various committees and regional branches, fund-raising and special event files,
staff records, and general office files that reveal the organization's operating procedures. Also documented is the FCL's
research activities relative to their lobbying efforts on the issues of the dealth penalty, juvenile crime, prison reform,
and agricultural labor.
The Friends Committee on Legislation (FCL) was founded in 1952 by members guided by Quaker values to advocate California state
laws and issues involving peace and social justice. These include civil rights, criminal and economic justice, prison reform,
housing, health care, education and other services for those who are lower income and lack a strong voice to represent their
interests. They are also involved in Project Vote Smart which gives information on candidates, officials, and legislation
where the FCL include their own ratings on these and endorsements of officials.
In 1984, The Friends Committee on Legislation in California (FCLCA), headquartered in Sacramento, established their Education
Fund to educate the public on the legislative process and current issues. They also believe that violence can be prevented
through special programs or rehabilitation. They provide information on programs found in the state dealing with domestic
violence, school-based and neighborhood programs, community developement projects, and correctional programs.
The FCLCA's legislative advocate works in the state capital to help influence state legislation by lobbying, working on ballot
initiatives, testifying before committees and conducting research. The donor of the collection, Jim Lindburg, became advocate
in 2002 after working as a teaching assistant at California State University, Sacramento where he had also earned his Master's
Degree in Government.
The FCLCA has continuously worked against such things as the death penalty and, in 1998, has established a coalition of religious
groups opposing the spread of the death penalty. They have developed programs in criminal justice to help mentally ill offenders
and for parolees to find jobs in addition to rehabilitation. They also go out and speak to students, public interest groups,
and conduct research on current concerns with our state and local government. The FCL has worked to inform people about important
issues including the Vietnam War in the 1960s to the current issues of over populated prisons and the state budget.
