    Acquisition Information

    The Marin County Tobacco Education Program Papers were given to the Tobacco Control Archives by Elizabeth Emerson in increments over the period of 1996-1998.

    Organizational History

    The Tobacco Education Program of the Marin County Department of Health and Human Services (MCTEP) is one of the Local Lead Agencies (LLAs) designated by the California State legislature through the California Department of Health, Tobacco Control Section, to create tobacco education programs and receive Proposition 99 educational moneys. Proposition 99 was a California statewide referendum passed in 1988 that raised the excise tax on tobacco sales. Proposition 99 added an additional 25-cent tax on each package of cigarettes and a proportional tax increase on other tobacco products. This tax raised California's tobacco tax to be among the highest in the United States and designated that a portion of the tax moneys would go for anti-tobacco health education projects. As an LLA, MCTEP coordinates local tobacco education activities. It gives technical assistance and training upon request to community clinics, libraries, school nurses, city governments and organizations serving the public, and to counselors working with youth.

    Scope and Content of Collection

    This collection documents the activities of the Tobacco Education Program of the Marin County Department of Health and Human Services (MCTEP). The materials range from MCTEP's first comprehensive Tobacco Control Plan, finished in 1990, to the 1996-1998 plan created at the end of 1996. In addition to the plans, the collection includes copies of the status or progress reports submitted by MCTEP to the California Department of Health Services, Tobacco Control Section on an annual or bi-annual basis, and the Local Lead Agency Guidelines issued by the state in 1992. It also includes sample educational and program materials created by the agency and materials documenting the passage and enforcement of local tobacco legislation. The remainder of the collection includes a few pro-tobacco documents MCTEP received and a small collection of non-print materials including three videotapes, an infant shirt with non-smoking message in Spanish, and a deck of anti-smoking playing cards.
    The collection is divided into 5 series: Plans, Status Reports, Informational & Education Materials, Pro-Tobacco Materials, and Non-Print Materials. All records are arranged chronologically except for the non-print material.
