Abstract: This collection contains documents collected and created by the American Lung Association of Sacramento-Emigrant Trails (ALASET).
The documents deal primarily with Proposition 99, the California Tobacco Tax Legislation passed in 1988, from the failure
of legislative efforts, through the creation of the Coalition for a Healthy California, ballot qualification, passage, and
subsequent fights to keep the moneys going to prevention activities.

The American Lung Association of Sacramento-Emigrant Trails Records were given to the Tobacco Control Archives by Elizabeth
J. Turner on June 22, 1998.
Organizational History
The American Lung Association of Sacramento-Emigrant Trails (ALASET) began as the Sacramento County Tuberculosis Association
to fight this disease. Funded largely by the sale of Christmas Seals, the association focused on "wellness" and prevention.
The goal of the American Lung Association remains the prevention of the spread of lung disease, with programs addressing tuberculosis,
tobacco addiction, air pollution, and asthma. ALASET was a key member of the Coalition for a Healthy California and instrumental
in the passage of Proposition 99 and other key legislative battles over the taxation and control of smoking.
ALASET serves nine counties: Alpine, Amador, Colusa, El Dorado, Nevada, Placer, Sacramento, Sierra, and Yolo. This area includes
both urban areas including the state capitol in Sacramento and rural Sierra-Nevada foothill communities.
Scope and Content of Collection
This collection contains documents collected and created by the American Lung Association of Sacramento-Emigrant Trails (ALASET).
The documents deal primarily with Proposition 99, the California Tobacco Tax Legislation passed in 1988, from the failure
of legislative efforts, through the creation of the Coalition for a Healthy California, ballot qualification, passage, and
subsequent fights to keep the moneys going to prevention activities. Documents include letters and memoranda, texts of bills,
reports and informational literature created by the Proposition 99 campaign, organizational materials, speakers' and signature
gathering trainings, media files, and news clippings.
A few non-Proposition 99 tobacco related files are also included in this collection: of special note is the Joe Camel Project
file that includes information on a 1995 video produced with Sacramento school children about the targeting of children by
the tobacco industry.
The records in this collection are arranged alphabetically by subject. Materials relating to the campaign decision to mount
an initiative effort and the campaign for passage are found in the Coalition for a Healthy California and the Tobacco Tax
Initiative files, as well as the Proposition 99 files. Records dating before 1988 are found primarily in Tobacco Tax Initiative
files. Records dating after 1988 may be found in the Proposition 99 files, including records showing the battles over appropriation,
reauthorization, and redirection of funds. Coalition for a Healthy California files include materials from 1986-88, including
Executive Committee materials, organizational materials, and Speakers Bureau information. There are also a number of files
pertaining to Assembly Bill 75 (AB 75), the bill that created the Tobacco Education Oversight Committee and established guidelines
for the use of the Proposition 99 moneys.
