Biography of Mike Roos

Michael Roos was born on August 6, 1945 in Memphis, but later moved to New Orleans to attend Tulane University where he earned a B.A. in political science in 1967. Roos then accepted a National Institute of Child Health Fellowship to study aging and public administration at the University of Southern California where he graduated in 1970 with a master's degree in Public Administration. Roos settled in the Los Angeles community of Silver Lake, the area which he would represent his entire legislative career.
For the next few years, Roos worked for various public affairs agencies and politicians, including serving on the State Finance Committee for President Jimmy Carter. Then in 1977, Roos joined the California legislature, representing one of the most diverse districts in California--the 46th Assembly District--where over 23 languages are spoken within its boundaries. This area encompasses the communities of Silver Lake, Mid-Wilshire, East Hollywood, Griffith Park, Los Feliz, Westlake, MacArthur Park, Pico-Union, portions of Echo Park, and portions of Downtow
In 1979, Roos again worked with Jimmy Carter, this time serving as his California Campaign Coordinator. The following year, Roos was appointed Majority Floor Leader of the State Assembly--the youngest Majority leader in the history of the Assembly. (He also served the longest tenure--three terms, from 1980-1986. In 1986 he was appointed Speaker Pro Temporare-- the number 2 position in the State Assembly.) As a member of the Assembly, Roos actively served on many committees including Ways and Means, Human Services, Natural Resources, Aging and Long Term Care, International Trade and Intergovernmental Relations, and Policy Research Management.
Another committee that Roos chaired was the Olympics Oversight Committee--in preparation for the 1984 Olympics in Los Angeles. The committee was created to coordinate state planning and participation in the Olympics including arranging for dignitary security, traffic control, and use of state facilities. The Committee was also responsible for ensuring that the Games were funded privately, not through taxpayer liability. Roos was also interested in a more proactive role for the Committee--using the Olympics to promote California products and foreign trade, to showcase California's cultural and economic diversity, and to focus attention on "our youth."
In 1987, Roos took on the very heated issue of whether Irwindale would be allowed to build a stadium for the Raiders football team which was leaving Los Angeles after contract complaints with the Coliseum Commission. Legislation was finally passed which prohibited the City of Irwindale from selling bonds to finance a new stadium or to use redevelopment funds for such a purpose.
Other legislation authored by Roos included over 300 bills concerning issues such as crime, housing, toxic waste, education, landlord/tenant reform, health care, and gun control. Perhaps best remembered are those banning or restricting assault weapons, similar to bills authored by Senator David Roberti.
Roos was re-elected to the Assembly in 1990, but resigned in March of 1991 in order to accept a position as the first president of what has become Los Angeles's largest education reform movement--LEARN (Los Angeles Educational Alliance for Restructuring Now).

Scope and Content of Collection

The Mike Roos Papers provide a record of the activities and interests of Assemblyman Mike Roos during his fourteen years as a California legislator. The legislation records, in particular, document Roos's ongoing support in issues regarding housing, health care, assault weapons, the elderly, and several other major interests. The legislation and the correspondence series are the two largest--the former with sixty-two boxes, the latter with fifty-nine. The correspondence and subject files assist in providing extensive background and supplementary information to the bills described in the legislative series. In fact, there is much overlap between the two series. For example, materials documenting support and opposition to a ban on assault weapons can be found in the legislative series, the correspondence series (subseries F), and in the subject files.
A wide range of Assembly activities is documented in the collection, but for a relatively small amount of time. Most of the material in this series dates from the late 1980's with the exception of a group of floor session agendas from 1981 to 1984.
The subject files cover the broadest time period--1979 to 1990--and include correspondence and press clippings grouped around specific subjects. A very large section of this series is devoted to the issue of the Los Angeles Raiders leaving the L.A. Coliseum for the possibility of relocating in Irwindale.
Most of the newspaper clippings concern assault weapons, the Olympic Oversight Committee, and the FBI "sting" operation in August of 1988.
Very little audiovisual material is included in this collection. A few photographs depict Roos and various other legislators.
For maximum accessibility, the collection has been divided into ten separate series, with emphasis on the retention of original order whenever feasible. The series are: Legislation, Assembly Activities, Correspondence, Memoranda, Subject Files, Communications, Audiovisual Materials, Maps and Charts, Memorabilia and Ephemera, and Published Materials.

Personal (and original) letters from various people including Roos' mother, actress Loretta Swit (in support of a bill), Governor Jerry Brown, etc. There are thank you letters for Christmas and wedding gifts, copies of letters from Roos to friends and to the press, while much 1989 and 1990 material relates to the proposed ban on assault weapons. Also in that year, are two photocopied letters from Roos to private individuals expressing regret that he is unable to accept their wedding gifts because their financial value exceeds that which he, as a state legislator, is legally permitted to accept. A great majority of the letters voice opposition to AB 2650-- a bill which would prohibit lane splitting for motorcyclists. Scope and Content Note

Many of the records in this series parallel those in the Legislation and Correspondence series in both content and form. For example, files pertaining to various assault weapons bills can be found in legislation, correspondence, and in these subject files. The subject files include background information, press clippings (mostly photocopied), correspondence, and other materials grouped around specific subjects. Over eight boxes pertain to the issue of the Los Angeles Raiders leaving the Coliseum and Irwindale's attempt to build a coliseum to accommodate the football team. Roos's Ways and Means Subcommittee on Bonded Indebtedness was called on to explore the feasibility and the propriety of the City of Irwindale using taxable and tax exempt bonds to finance a privately owned sports stadium. Meanwhile, the L.A. Memorial Coliseum Commission sued the L.A. Raiders for $57 million, citing breach of contract; the Raiders counter-sued for $9.5 million alleging that the Commission neglected its obligation to modernize the Coliseum thus preventing the team from earning income from 150 luxury suites. Other subjects containing a large number of files include AIDS, assault weapons, and health services. This series also covers slum housing, the California Equal Rights Amendment, transportation, Vietnam veterans, biographical information on Mike Roos, and many other topics. Arranged alphabetically. Scope and Content Note

Many of the records in this series parallel those in the Legislation and Correspondence series in both content and form. For example, files pertaining to various assault weapons bills can be found in legislation, correspondence, and in these subject files. The subject files include background information, press clippings (mostly photocopied), correspondence, and other materials grouped around specific subjects. Over eight boxes pertain to the issue of the Los Angeles Raiders leaving the Coliseum and Irwindale's attempt to build a coliseum to accommodate the football team. Roos's Ways and Means Subcommittee on Bonded Indebtedness was called on to explore the feasibility and the propriety of the City of Irwindale using taxable and tax exempt bonds to finance a privately owned sports stadium. Meanwhile, the L.A. Memorial Coliseum Commission sued the L.A. Raiders for $57 million, citing breach of contract; the Raiders counter-sued for $9.5 million alleging that the Commission neglected its obligation to modernize the Coliseum thus preventing the team from earning income from 150 luxury suites. Other subjects containing a large number of files include AIDS, assault weapons, and health services. This series also covers slum housing, the California Equal Rights Amendment, transportation, Vietnam veterans, biographical information on Mike Roos, and many other topics. Arranged alphabetically. Included in this series is Subseries: Miscellany, a gathering of materials on subjects related to Mike Roos's legilsative activities and interests.
 

Series 6. Subseries A:   Communciations. 1979-1991

Physical Description: archival document boxes.

Scope and Content Note

As with the correspondence, the newspaper clippings in this series are organized according to two different systems, but there is not much overlap. Approximately one and one-half box contains clippings arranged chronologically from 1979 through 1989; the remaining three-and-a-half boxes are arranged by topic. The chronological files contain clippings on Roos and Carter's presidential campaign, aerial pest spraying, drunk driving laws, Governor Deukmejian's budget cuts, California primary election date proposal, campaign spending reform, park user fees, the Gay Pride Parade, oil production taxes, and many other issues. The bulk of this group of files dates from 1984. The topical files predominantly span the period between 1988 and 1989, with the exception of the Olympic files (1983--84). Three topics in the alphabetical files consist of a large amount of material; the other two topics have fewer records. There are 15 folders on assault weapons and the controversy surrounding Roos's Assembly bill 357. The bill--and the clippings--date from the spring of 1989 following the January slaying of 5 children in a Stockton schoolyard by a man with an AK-47. Also included are clippings related to Senator David Roberti's Senate bill 292--also concerning assault weapons. Another large group of clippings is related to an FBI "sting" operation in August of 1988. Federal agents raided the state Capitol in the middle of the night searching for evidence of extortion from potential beneficiaries of legislation. The operation--sometimes known as "Shrimpscam"--and its aftermath is detailed in 7 folders of clippings gleaned between the end of August and the end of September of 1988. The third large group of clippings concerns the Olympics--specifically, the Select Committee on Olympic Oversight of which Roos was chair. Eleven folders of clippings chronicle the process of the Committee's preparing for the 1984 Olympics in Los Angeles. Issues revolve around funding, housing, the Los Angeles Olympic Organizing Committee, transportation, etc. Included is a photocopy of a Time magazine article (10/17/1983) titled "Eve of a New Olympics" and describing the efforts of the L.A.O.O.C. as spearheaded by Peter Ueberroth.
One of the smaller groups of clippings concerns California's infrastructure. Three folders contain articles relating to Roos's Assembly bill 2641 (1984) which would provide loans and grants to California cities and counties to repair and expand their streets and roads, public transit, sewage and water treatment, solid waste programs, and flood and drainage systems. The one file on legislators and gifts (1989) consists of several articles pertaining to California lawmakers and the gifts and honorariums they receive. Several legislators were mentioned throughout the articles including Mike Roos, David Roberti, Lucy Killea, Frank Hill, and Speaker Willie Brown. (Much attention was focused on this subject following the August 1988 raid on the Capitol by the FBI.)

Scope and Content Note

Most of the press releases in this subseries center on Roos and various proposed or successful bills as well as statements made by Roos on many issues. One of the earliest press releases dates from 1980 and announces Roos as the new Majority leader in the Assembly. Between 1980 and 1985, many of the press releases pertained to the Olympics, AIDS, health insurance, slumlord laws, park entrance fees (such as Griffith Park), affordable housing, and synthetic hair transplants (as in AB 2205). Between 1986 and 1989, a few of the topics which made the press releases were coastal protection, trauma care, health insurance, AIDS testing, libraries (AB 440), and veterans' programs. One notable photograph portrays Roos with former President Jimmy Carter, for whom he campaigned in 1980. The 7 oversize folders each contain large matted photos. The photos depict Roos with various friends and political acquaintances including Richard Alatorre, Henry Waxman, Bruce Young, and a Dodger baseball player. Two oversize folders contain four maps and a chart. The four maps (dated 1977) are published by the California Department of Food and Agriculture Statewide Pesticide Use Plan and Environmental Impact Report--County Component. All the maps are of Riverside County and are labeled, Soils (map 1), Hydrology (map 2), Vegetation (map 3), and Urban/Agriculture (map 4). The chart is labeled Local Government Permit Process and is published by Californians for an Environment of excellence, full Employment, and a strong Economy through planned development (CEEED). It is a flow chart depicting the typical procedures used by local governments, cities, and counties in California to obtain a permit for a project.

Scope and Content Note

Several of the certificates that Roos received while in office are included in the collection. Some examples are the Certificate of Nomination (as a Member of the 46th Assembly District) he received in 1978 and 1980. Also included are the Certificate of Election (for the 46th Assembly District) for 1977, 1980, and 1986. Two letters that were framed as certificates were from educational organizations expressing appreciation to Roos for authoring a bill for vocational education in 1979. Another framed memento was a mailgram to Gene Costa from Dr. Ormando Aldunte opposing Mike Roos's slum landlord bill. The actual plaque, dated 1981, was to Roos from the Western Mobilehome Association. Arranged alphabetically.
