Biographical / Historical

Katsuyo Howard was born in Yamanashi, Japan, on April 6, 1945. After graduating from Chiba University in March 1968, she taught at Funabashi Junior High School until 1972.
In 1972, Howard came to Fresno State to pursue an M.A. in Linguistics. During graduate school, she taught Japanese at the Fresno Adult School in Fresno, California. Upon completing her M.A. in 1976, she started teaching Japanese at Fresno City College.
After she received a second M.A., this time in Counseling, and a California state license as a Marriage and Family Therapist, Howard served as the coordinator the Southeast Asian Student Services at Fresno State. Her interest in education and teaching led her to pursue a Doctorate in International and Multicultural Education at the University of San Francisco while continuing to work for Fresno State, completing her Ed.D. degree in 1996. In 2003, Howard returned to her position as a counselor in the International Student Services program at Fresno state. During the 2008/2009 academic year, she was chosen to serve as the resident director for the California State University (CSU) International Program and taught intercultural communication classes to students from all over the world at Waseda University in Tokyo, Japan.
Howard's book Passages: An Anthology of the Southeast Asian Refugee Experience, published in 1990, was adapted into a theatrical production in the 1991/1992 academic year. Howard also produced three videos, including "Voices of Challenge: Hmong Women in Transition," which received a Certificate of Honorable Mention at the 44th Annual Columbus International Film and Video Festival, held in Columbus, Ohio, in 1996.
In 1976, she married John Howard, then an assistant director in Computer Services at Fresno State. They have two grown children, Paul Shinichi Howard, an artist living in the Bay Area and Keiko Kristina Howard, a neurologist living in Detroit, Michigan. Currently, Howard lives in Clovis, California and continues teaching and counseling college students at both Fresno City College and Fresno State.

Scope and Contents

The Katsuyo Howard papers measure 7 linear feet and date from 1981-2003. The collection is arranged in nine series: Articles, Community outreach, Counseling resources, Passages: An Anthology of the Southeast Asian Refugee Resources, Presentations, Trips, Southeast Asian Student Services, Photographs, and Media.
The Articles series (1987-1997 and undated) includes articles that were written about Howard, or articles that she clipped and saved.
The Community outreach series (1981-2003 and undated, bulk 1989-1994) contains resources collected by Howard when she joined the Wesley United Methodist Church as a refugee counselor. This series also includes materials collected from Howard's involvement in the Stone Soup Project, training, and volunteer information. Materials from other youth programs from the United Methodist Church, including the Adventures in Learning tutoring program and the El Dorado neighborhood project are also included in this series.
The Counseling resources series (1981-2000 and undated) series is a collection of manuals and guidebooks used by Howard during her time as an adviser in the International Student Services program.
The Multimedia series (1980-2001 and undated) contains videocassettes, including her video Voices of Challenge Hmong Women in Transition, and U-matic tapes of the theatrical production of Passages.
The Passages: An Anthology of the Southeast Asian Refugee Resources series (1989-1992 and undated) contains materials and documents used by Howard for her book and the theatrical performance based on it. It includes documents used and collected by Howard for when she published the text version of Passages in 1990. This series also contains materials generated by the theatrical adaptation of Howard's book in the 1991/1992 academic year.
The Presentations series (1993-1997 and undated) is the second largest series. This series includes materials such as advertisements and correspondence from the Hmong Story Cloth presentation, a quilt that includes images and stories from different students in the Southeast Asian Students Club. There is promotional material for the Southeast Asian Oral History Project, presented by the Metropolitan Museum. Also, there are materials generated by the theatrical production of "We are Hmong," a series of monologues and scenes written from the Hmong immigrant perspective. Documents and materials from the production and screening of the video Voices of Challenge: Hmong Women in Transition (VHS), which Howard helped direct and produce are included in this series as well.
The Southeast Asian Student Services series (1987-2002 and undated) contains documents, correspondence, and newsletters generated by the Southeast Asian Student Services program at Fresno State.
The Travel series (1991, 1994 and undated) includes materials that Howard collected during her visit to Southeast Asia June-July 1994.
The Photographs series (1988-1996 and undated) contains photographs, slides, and negatives from Howard, including photographs for her trip to the refugee camps in Southeast Asia.
