The collection was donated to the GLBT Historical Society by Ruth Beham Leonard on the instructions of Shiloh Quine.
Biography/Administrative History
Shiloh Heavenly Quine, a transgender woman born in 1959, was the first person in the United States to receive state-funded
gender-affirming surgery while incarcerated. Her 2015 settlement with the state of California established a key precedent
that transition care should not be considered elective and must be provided to incarcerated people. Quine had begun transitioning
several years prior while serving a life sentence; when her request for surgery was rejected, she sued the state with the
support of the Transgender Law Center.
Scope and Content of Collection
The collection consists of two signed self-portrait drawings created by Quine. The drawings are dated July 20, 2011 and August
30, 2011. The collection also includes a letter about the donation from Quine to Ruth Beham Leonard, her friend and donor
