Historical Background
The Orange County (California) Human Relations Commission was established by the Board of Supervisors in 1971 to serve as
an impartial agency to deal with intergroup tensions, and to promote measures to eliminate prejudice, intolerance and discrimination
against any individual or group because of race, religion, national origin, sex, age, handicap or cultural background.
