Scope and Contents

Contains documentation of the State of Arizona's plan to contract out the building and operation of the Arizona Hazardous Waste Management Facility, including an incineration plant approximately 35 miles southwest of Phoenix at Estrella Point near Mobile, Arizona a small rural community bordering the Gila River Indian Community. The series contains documentation of the planning, proposal, permit and construction process and eventual closure of the ENSCO facility in 1991.

Includes information about ENSCO and the hazardous waste management facility built and operated by ENSCO in Arizona from 1986-1991. In 1986, ENSCO (also known as Environmental Services Company and Environmental Systems Company) an Arkansas based company, was contracted by the state of Arizona to finance, design, build and operate a facility to incinerate Polychlorinated Biphenyls (PCBs) and other hazardous wastes generated by companies from Arizona in addition to toxins imported from out of state. Includes documentation of the proposal, permit, planning and construction process, requirements of the EPA's Resource Conservation of Recovery Act for reporting of potential hazards exposure to public health, contracts, reports and news articles.

Series 2.  San Pedro Riparian National Conservation Area 1966-1999

Scope and Contents

The San Pedro riparian area, containing about 40 miles of the upper San Pedro River in Arizona, was designated by Congress as a National Conservation Area (NCA) on November 18, 1988. The primary purpose for the designation is to protect and enhance the desert riparian ecosystem, a rare remnant of what was once an extensive network of similar riparian systems throughout the Southwest. This series contains documentation on the campaign to create this riparian area and includes reports and studies on the San Pedro water supply and quality with materials related to development in the City of Sierra Vista (Arizona).

The agreement addressed the shared natural resources of the border region and the impact of binational pollutants. Includes correspondence, memos, reports, comment and testimony. Contains information collected by The Border Ecology Project, a not-for-profit organization advocating for environmental solutions, generally transboundary in nature primarily on the U.S./Mexican border, to improve the lives of those impacted by pollution. Scope and Contents

The North American Free Trade Agreement (NAFTA) was established on January 1, 1994 as a trilateral economic trade bloc (trade block) between the United States, Mexico and Canada. The Border Environment Cooperation Commission was established in November 1993 between the United States and Mexico as a binational side agreement of NAFTA. Subjects include the Border Right-to-Know Project (El Derecho a Saber) and Pollutant Release and Transfer Register (PRTR) programs.

Scope and Contents

Contains information about the campaign to pass the Arizona Environmental Quality Act which was enacted into law August 13, 1986. The Environmental Quality Act abolished the previous agencies of the Water Quality Control Council and the Board of Pesticide Control and placed them under a broader authority, including under the newly established Department of Environmental Quality. This series contains records related to lobbying for and passing this law, including files regarding groundwater protection, permiting and regulatation of water discharges that may degrade groudnwater quality through release of pesticdes, sanitary waste, hazardous waste, and other toxic materials.

Scope and Contents

Contains documentation of Michael Gregory's participation in the Chemical Manufacturers Association's Community Advisory Panel (also known as CAP, Public Advisory Panel or Public Advisory Committee). In 1988, the Chemical Manufacturers Association initiated their Responsible Care program for comprehensive environmental, health and safety improvement with mandatory compliance in the Responsible Care initiative for CMA members. CAP was created in 1989 and Michael Gregory, of Arizona Toxics Information, joined the panel in 1994. CAP works with the Vice President, Responsible Care, to advise on issues relating to the role of chemicals in society and is comprised of approximately 15-20 individuals with experience in community, business, academic, consumer, health, environmental and special interest organizations.
