Bill files are arranged chronologically by legislative session and then numerically by bill number.

Scope and Content Note

Bill Files were created by Tom Bane while he served as a state Assembly Member from 1975-1984. The files may include bill amendments; analyses; letters, resolutions, telegrams, testimony, position statements in support or opposition; author's floor and committee statements; press releases; newspaper editorials and clippings; and background reports, information, and data.
Bane advocated for improving the environment by introducing legislation regarding solar energy (AB1464, 1975-1976), car smog control (AB1582, 1975-1976), and coastal development permits (AB2706, 1975-1976; AB1927, 1977-1978; and AB2128, 1983-1984).
Medical malpractice was also important to Bane, and he passed legislation to cease medical malpractice (AB2566, AB2783, AB3642, AB2845, AB3XX, and AB12XX, 1975-1976; AB59, 1977-1978; and AB301, 1983-1984) as well as to have better control over Medi-Cal (AB1986, 1977-1978; AB2174 and AB3398, 1983-1984).
Bane was also a supporter of housing affordability (AB579, AB1651, AB1900, AB1901, AB2028, and AB2029, 1975-1976; and AB476, 1979-1980); unemployment insurance (AB1637, AB1638, AB1639, AB1640, AB2784, 1975-1976; AB1152 and AB1612, 1979-1980; and AB2398, 1981-1982); social security (AB2721 and AB2772, 1975-1976; AB37, 1979-1980; and AB339, 1981-1982); and compensation for veterans (AB242, AB2549, and AJR21, 1981-1982).
Some special topics in which Bane was involved include: Constitutional Amendment regulation Budget (AJR17, 1979-1980); War Criminals Resolution (HR9, 1979-1980); Jerusalem Day (HR41, 1979-1980); Terrorism (AB1746, 1981-1982); Outlawing "Police Killer Bullets" (AB2392, HR41, 1981-1982); American Indian Day (AB1478, 1983-1984); Equal Rights Amendment (AJR1, 1983-1984); and Israel Anniversary Resolution (HR21, 1983-1984).
Bill Files from 1959-1964 and 1985-1992 were not transferred to the State Archives.
