Elliot was a surgeon for the Fourth Regiment of Infantry during the Civil War. He enlisted in San Francisco on 09/05/1861 and resigned 03/11/1862. He also ran a medical practice.

This folder contains four sub-folders. Folder 1: Misc. Personal Items; includes a leather-bound 1875 Physician’s Visiting List with only May-October filled in; published letter (possible in a newspaper) to Elliot thanking him for his service from Lt. Col. Z.H. Robinson, Captain Charles A. Brooks and 1st Lieutenant Billings Brastow from Morris Island, South Carolina, dated 10/12/1863, with a published reply directly undernrath from Elliot to the above named men from Port Royal, South Carolina, dated 10/16/1863. Folder 2: Letters to and from Elliot includes: 05/29/1879 letter from Toby G. Rosenblat (?) about missing Elliot during his visit; 09/02/1863 notecard with a pencil sketch of Fort Sumpter drawn by "Leslie's Artist" on 08/27/1863 on one side and a note about the location sent to Dr. S. R. Harris; two handwritten copies of an 11/10/1863 letter of thanks from Charles A. Jackson, ADC to General Seymour, for Elliot’s care for the wounded after the assault on Fort Wagner on 07/18/1863; and 03/07/1885 letter and envelope from Frederic Hall to Elliot requesting information about the heirs of Thomas H. Blythe, for whom Elliot acted as agent. Folder 3: Fourteen letters (six of which are copies) regarding Elliot’s time as surgeon during the Civil War and the letters detail his exemplary service: two handwritten letters (identical), dated 01/19/1864, from George F. Mayer, Major 9th Marine Volunteer and orderly to Elliot regarding Elliot's service with his regiment during the winter of 1862-1863; 04/10/1862 letter from Senator Milton Latham to the Secretary of War Edwin M. Stanton regarding Dr. Elliot; 05/06/1863 from James G. Blaine in Augusta, Maine to a General in Washington D.C. requesting the transfer of Elliot to the North; 01/20/1864 from William H. Shugis (?) or Sturgis (?) and addendum by George F. Mayer regarding Dr. Elliot's treatment of General Strong on the night of 07/18/1863 during the assault of Fort Wagner; 01/30/1864 from Brigadier General Truman Seymour to an unknown party regarding Dr. Elliot's service. The copied letters are: undated from Captain Alfred P. Rockwell to "whom it may concern" regarding the "excellent character" of Dr. Elliot; undated from Captain Melville Sears with addendums added to the bottom by Lt. Col. A.P. Duen (?) and C.A. Burnham to "whom it may concern" regarding Dr. Elliot's service; 03/10/1862 from Ira P. Rankin to the Secretary of War, Edwin McMasters Stanton, regarding Dr. Elliot joining the Medical Staff of the Army as a representative of California; 01/21/1864 from Captain Joseph Noble to Senator Lot Myrick Morrill regarding Elliot's exemplary service on Morris Island; 01/27/1864 from Col. Simeon Sammons to "whom it may concern" regarding Dr. Elliot's volunteering to work with his regiment during an outbreak of "diseases" during June of 1863; 06/21/1862 special order no.24 relieves Elliot of duty at Legaireville and tells him to report for duty at Hilton Head per Brigadier General H. G. Wright; 01/17/1864 letter from Colonel Henry Moore regarding Dr. Elliot's care of his regiment while their surgeon was ill. Folder 4: Certificates includes: 05/26/1877 legation allowing Elliot safe passage to Turkey from Paris, France signed by E.B. Washburne; and 09/29/1861 certificate from the Governor of California John G. Downey appointing Elliot to rank of Surgeon Fourth Infanty California Volunteers, also signed by Secretary of State Johnson Price.
