Abstract: The C. J. Evans collection primarily consists of Sacramento regional planning documents gathered by C. Jeffrey Evans during the course of his work as a government planner. The bulk of the collection is made up of planning reports related to communities in Sacramento County (1965-1998), with a smaller amount of planning reports for Riverside County (1989), Solano County (1973-1989), and Yolo County (1989), plus material documenting the Natomas Community Association (1985-1995). The material in this collection helps trace the development of the Sacramento region, and also documents the changing trends in planning and increasingly rigorous requirements of environmental impact reports.

Biography / Administrative History

C. Jeffrey Evans worked as a regional planner in the Sacramento area. He graduated from Oregon State University, Corvallis, in 1979 with a bachelor’s degree in political science, then obtained a master’s in city and regional planning from the University of New Mexico, Albuquerque, in 1986. Evans began his planning career in the Sacramento area in 1984 working as a planning assistant with Quad Consultants. His first local government position was with the City of Roseville as an assistant planner in 1985. From 1985 to 1989, he worked as an assistant planner for the County of Sacramento while also serving on the Natomas Community Association’s board of directors. From 1989 to 1998, Evans was a planner with the California Energy Commission. As of 2011, Evans owned Evans Consulting Services LLC in Portland, Oregon.
Evans was a member of the American Institute of Certified Planners (AICP); American Planning Association (APA) and its Oregon, Idaho, Washington, California, Nevada, Arizona, Colorado, and Western Central chapters; Canadian Institute of Planners; and Northwest Association of Environmental Professionals.

Scope and Content of Collection

The C. J. Evans Collection primarily consists of planning reports for Sacramento County communities dating from 1965 to 1989 that were gathered by C. Jeffrey Evans during the course of his work as a government planner. A smaller amount of reports are for Riverside, Solano and Yolo counties. Evans also served on the board of the Natomas Community Association, and the collection includes material from the board dating from 1985 to 1995 that encouraged the community to get involved in the planning for growth in the Natomas area.

Series 1.  Sacramento County regional planning records 1965-1989

Series Scope and Content Summary

This series makes up the bulk of the collection and contains reports for Sacramento County dating from 1965 to 1998. The majority of reports were generated by the Sacramento County Planning Department, but also included are reports by private consultants (mostly from earlier dates) as well as the Sacramento Housing and Redevelopment Agency and the California State Energy Commission. Planning reports consist of draft environmental impact reports and final environmental impact reports (EIRs). Community plan amendments and rezones, waste management plans, technical reports, and other types of reports are also included.
The most well-documented communities in this series are Natomas, Elk Grove, Lagunas, Rancho Cordova, and South Sacramento. Other communities with reports include American River Parkway, Antelope, Arden-Arcade, Carmichael, Citrus Heights, Del Paso Heights, Delta, Fair Oaks, North Highlands, Orangevale, Rio Linda, Rio Vista, Rosemont, Roseville, and Vineyard. Each community has its own subseries in this series. There is also a subseries for general Sacramento County material that includes documents representing the entire community or that cannot be filed with one particular community.
Subseries are arranged in alphabetical order by community, with reports arranged chronologically within each subseries.
