Description
In 1916 Troop 1 was organized by W. George Spillman in Sacramento. By 1919, twenty-one troops existed in the Sacramento region. In 1920 a formal council was created to develop and promote scouting in Sacramento and the surrounding areas. The John O’Farrell Boy Scouts of America collection contains publications and membership cards from member of Troop 12, Sacramento 1929-1931.
