Abstract: The articles of incorporation of the Management Council for Merit Employment Training and Research state that "the specific business in which this corporation is primarily to engage is to develop job opportunities and training for the disadvantaged and to perform research in the general field of employment and economic improvement of minority groups." The Council was formed following the aftermath of the 1965 riots in Los Angeles when the Los Angeles Chamber of Commerce appointed a Rehabilitation Committee of seven men prominent in the corporate and banking world. The committee was charged with the responsibility of doing what it could toward rehabilitation of the stricken area, with no specifics given. The committee became immersed in multiple issues including the Police Department, the schools, the Welfare Department, transportation, unemployment, Black behavior and attitudes, etc. In the end, the committee narrowed its focus to one main objective: providing job opportunities for disadvantaged. The articles of incorporation for the Management Council were filed February 14, 1966. Four boxes of records comprise those of the Management Council and consist of correspondence, reports and publications regarding unemployment and services for disadvantaged groups, tax records and other financial data, bylaws and articles of incorporation, and material published by the Youth Motivation Task Force. Much of the material appears to have been the provenance of John E. Kulli, a retired employee of Sears and Roebuck who became CFO of the Management Council in the 1980s and 90s.
