Background
Homer W. Ibser was born on September 17, 1920 in the state of Nebraska. He received his bachelor's degree at Nebraska University in Physics, and later his masters and doctorate degree at the University of Wisconsin in Physics and Mathematics. In 1943, Ibser went to Chicago, Illinois to join the Manhattan Project as a research assistant until 1946. He later returned to the University of Wisconsin, where he finished graduate school.
