Scope and content:

The Michael Raoul-Duval staff member and office files document his activities on the Domestic Council staff from 1973 to 1974. He was primarily responsible for formulating policy in the areas of transportation, energy and rural and community development. Before joining the Domestic Council, Raoul-Duval served in various positions within the government, first as attorney with the Department of Transportation, then with H.R. Haldeman's staff to schedule and coordinate President Nixon's trips, followed by a position as White House liaison with HUD Secretary James T. Lynn. His office records do not contain any files from his previous positions within the White House; apparently he left them behind for his successors. What remains are files from his tenure on the Domestic Council staff. He did not retain significant amounts of correspondence or memoranda, apparently referring incoming mail either to his subordinates, Glenn R. Schleede and Norman E. Ross, or to the agencies for reply. The files only sparsely document the follow-up coordination or end results of work delegated to his assistants. The few documents that pre-date his time on the Domestic Council staff are part of on-going working files that pertain to his work with the Domestic Council. The files consist of one series which are arranged in alphabetical order by folder title. Originally, several folders did not have titles; these were created by the processing archivist and are bracketed. In a few instances, the folders are not arranged by the first word in the title but by another one. In these cases the letter under which the folder title has been arranged is underlined. For example, [Paper: Alternatives for Conservation of Aviation Jet Fuel - Federal Aviation Administration - October 23, 1973] is both a created folder title and filed under "A" for aviation rather than "P" for paper.
