Abstract: The Wine
Institute Records on the American Wine Industry includes winery
survey data, county records, and regional growing histories; wine
lists and menus; wine labels; speeches by wine scholars,
producers and writers; promotional materials; materials related
to wine and popular culture; photographs; film and video; and a
small amount of microfilm containing biographies of wine industry
leaders, winery information, historical data, and
surveys.

History
The Wine Institute was established in 1934 to serve as a
lobbying, promotional, and educational organization for the wine
industry. Membership consists of California grape growers and
wine makers.
Scope and Content
The collection includes winery survey data, county records,
and regional growing histories; wine lists and menus; wine
labels; speeches by wine scholars, producers and writers;
promotional materials; materials related to wine and popular
culture; photographs; film and video; and a small amount of
microfilm containing biographies of wine industry leaders, winery
information, historical data, and surveys.

Firearms before they embarked on a study of the effects
of beverage alcohol product advertising to discuss from
the point of view of the wine segment of the industry
what commercial advertising is designed to accomplish and
what kind of information is available on its effects:

January 4, 1982 titled: "What Have They Done To
Wine", which advocated for a proposed U.S. federal
regulation on the labeling of alcoholic beverages which
had recently been rescinded by the Reagan administration
under the claim that the costs of labeling outweighed the
benefits. De Luca's piece deals with what he terms
"the distortion of the "ingredient
labeling" issue and the misrepresentation on the
Administration's decision to rescind a costly and
unwarranted regulatory burden" as "Navarro
burnishes the slander that wine in its normal, moderate
use poses a national health hazard."

North Coast Grape Growers Association seminar on February

NAFTA-GATT and Rhone varietals. The seminar was to
address the ramification of the two international trade
agreements that would have the potential to create
dramatic, long-range market effects for the wine
industry. Those changes needed to be taken into account
by growers in their planting and marketing strategies.
What to plant is always a difficult, long-range decision
for growers. A new and exciting option are the grape
varieties which are popular in the Rhone region of

legislation banning the sale of dessert wines in
convenience stores; duplicative authority of local
governments to impose product restrictions at full-serve
liquor stores, convenience stores, supermarkets, and

Thompson and Perata); health benefits related to moderate
wine consumption; and ABC's effectiveness as an
enforcement agency. John De Luca gave a speech titled:

and health into public policy is not a "wedge"
issue between wine, beer and spirits, said Wine Institute
President John DeLuca. "The core issue is, 'How
are we perceived by the people and the public of this
country?,'" DeLuca said. "The way to change
those perceptions to include the entire, balanced picture
of alcohol use in this country is to have the mainstream
media report on credible, independent research supporting
the healthy aspects of alcohol consumption." His
overriding concern is the way alcohol is being defined
and perceived in the United States. After the issue of
tobacco liability is defined, DeLuca believes the same
state attorneys general and liability lawyers now
involved in tobacco issues will pursue liability
agreements with the alcohol beverage industry. The
Institute's two most important actions against such a
possibility have been to have the federal government
agree to include moderate drinking in their Federal basic
nutritional guidelines and to convince Congress to use
taxpayer dollars to fund research into the health
benefits of moderate consumption. "Getting the
government to look into the benefits of moderation was a
credibility factor," DeLuca said. "The overseer
of this program is the National Institute of Alcohol
Abuse and Alcoholism, which I requested so that no one
would ever say the results were bought and paid for by
the industry.""

the new federal Dietary Guidelines? The interaction
between government and the media, more so than
traditional public relations, heavily determines and
shapes the outcome of such debates. Industry equity and
political, economic, financial and marketing aims are
subordinated to the strategic importance of national
perception. The Wine Institute's program of third
party scientific research, disseminated to the mass media
as news, will be discussed within the context of major
public policy goals before the states, Congress and the
courts, rather than classic trade association promotional
aims. Major implications for agriculture in the national
and international areas will also be examined." John

Science: Fact or Fiction", at the YPO Vancouver
Conference held September 23-27, 1998 in Vancouver,
Canada. It was suggested Mr. De Luca discuss the Dietary
Guidelines and the Wine Institute' label submission;
the latest medical information available and the impact
it has had on wine; and the Wine Institute's lead in
this arena. John De Luca was the keynote speaker at the
57th Annual Convention of the Brewers' Association of
America (BAA) held October 25-27, 1998 in Boulder,
Colorado and gave a presentation titled: "Wine and
Beer DO Mix". In a letter addressed to Mr. De Luca,
Gary Galanis of BAA wrote: "Although we would never
consciously mix wine and beer together, it makes perfect
sense to do so in this forum. Many of our brewer members
are in situations similar to our wine brethren from a
marketing standpoint and would benefit greatly from your
view on market access. Additionally, it would be great to
hear how the Wine Institute was able to capitalize on the
"French Paradox" report from "60
Minutes" and the public relations struggles you have

California Wine Fair also held in Toronto. Mr. De Luca
was asked to focus his talk on the efforts of the
California wine industry to promote moderate wine
consumption as part of a healthy lifestyle. It was
suggested that this message would be relevant to the
retail and on-premise members of the audience in that it
positions wine not as a commodity, but rather a product
that contributes to the overall enjoyment of life.
Canadian trade would also be very interested in the
efforts put forth by the Wine Institute to ensure that
consumers receive a balanced message about the effects of
responsible wine consumption. Perhaps his presentation
could include how the entire wine community - trade,
media, restauranteurs and sales agents can work together
to ensure that the public is fully aware of the potential
healthful benefits of moderate wine consumption. John De
Luca was a luncheon speaker at the World Trade Club of
San Francisco Roundtable Luncheon held on September 9,
1999 in San Francisco, California. Among the topics Mr.
De Luca was to address were challenges and opportunities
for California wine both here and abroad as well as the
anti-alcohol lobby and the growing bans and barriers to
consumer access to wine and alcohol. John De Luca made a
presentation titled: "Influencing Public
Opinion", at the National Directors Conference of
the Farm Credit System Bank Directors held September
12-15, 1999 in Napa, California. A transcript of the 1999

held August 25, 1999 to discuss audience expectations
regarding the presentations included John De Luca who
indicated he was working on two bills in California: Wine
Bill, and: K-12 Agriculture in the Classroom. He was
including the bill information in his presentation along
with a wine industry case study turnaround and the
changing of public opinion to a favorable opinion of the
wine industry. "No one wanted to lend the wine
industry money five, eight, or ten years ago. Due to the
change in attitude, now, they all want to lend us
money." John De Luca was the dinner speaker at the
8th Annual Wine Industry Financial Symposium's VIP
Dinner held September 15, 1999 in Napa, California. John
De Luca was invited to speak to the Myers' Family
Advisory Board on September 20, 1999 in Napa, California.
The Myers family had been involved in California
agriculture for more than 30 years and was a major
shareholder of Chalone Winery with very large wine grape
developments in Clarksburg, California and Lake County,
California with further business interests in
agricultural holdings that included avocadoes, citrus,
pears, and irrigated farmland. It was hoped Mr. De Luca
could address: "The structure of the wine industry -
a California perspective". It was believed that Mr.
De Luca was uniquely qualified to address the
implications of increasing supplies, significant
competition from French and Chilean imports (as well as
Australia and other European countries), and the
challenge of sustaining growth in the U.S. The Board was
particularly interested in Mr. De Luca's views with
respect to the structure of the wine industry from a
strategic perspective. The Advisory Board was
particularly interested in the following issues: What is
the fundamental outlook for the premium wine grape
industry globally? Is the California wine grape industry
well positioned to succeed in a more competitive
environment? How can the narrow base of consumers which
have been key to the growth in premium wines be expanded?
Can a superior wine grape producer (as opposed to a
winery) develop a brand? What are the strategic elements
most essential to the long-term economic health of the
Caifornia premium wine grape industry? John De Luca was
asked to speak at a number of different functions prior
to and during the Salute to California at the 9th Annual
International Festival of Wine and Food held October
29-31, 1999 in Banff, Canada. Mr. De Luca was asked to
speak at the California Treasures Tasting and Luncheon
and the Orientation Seminar on October 29, 1999, present
a special gift at the Salute to Hollywood Gala Dinner on
October 30, 1999, and make closing comments at the Napa

about the activities and goals of the Wine Institute as
well as issues facing the wine industry at the National
Alcohol Beverage Control Association (NABCA) Board of
Directors Meeting held January 5-9, 2000 in Tucson,
Arizona. Mr. De Luca's appearance was seen as a great
opportunity for the Wine Institute to expand the
relationship and cooperation between NABCA and the wine
industry as even though they might not all sell wine, all
of them had the responsibility of regulating the wine
trade. Mr. De Luca's presentation was considered
important for NABCA to understand the impact of the
advertising resolutions put before NABCA by the Joint
Committee of the States. The Board ended up supporting a
resolution calling for the three segments of the adults
beverage industry to continue to discuss the possibility
of having one code of advertising for the industry. While
it was acknowledged that difference of philosophy and
culture exists amongst the industry, the Board felt that
a continued dialogue was necessary and warranted. John De
Luca led a discussion concerning: "Agriculture:
Results of the WTO -- and what lies ahead?", at the
2nd Annual Monterey Congressional Forum sponsored by the
California Council for International Trade held January
6-8, 2000 in Monterey, California. The theme for Monterey
Forum 2000 was: "U.S. Trade Policy Faces the Third
Millennium". John De Luca was invited to attend and
meet and address the Wine and Spirits Wholesalers of
America (WSWA) Board of Directors at the 2000 WSWA
Convention held April 29-May 2, 2000 in Boston,
Massachusetts. It was expressed that enhancing the long
time relationship between the Wine Institute and the Wine
and Spirits Wholesalers of America was a commitment and,
even though there were issues that the two organizations
were not in agreement, they did agree in the areas of
21st Amendment Rights and the Three Tier System and they
should work together on those issues. John De Luca
prepared remarks for a meeting of The Agricultural
Network Board of Directors held May 5, 2000 in
Sacramento, California titled: "Agriculture's
Role in Ag Education". The Ag Network had played an
important role in passing the Agricultural Education Act
of 1999, significantly influencing the California
statewide ag literacy program. John De Luca spoke at the
Wine Industry Task Force Spring Meeting sponsored by the
National Conference of State Legislatures held May 19-21,
2000 in Sonoma County, California. John De Luca gave a
presentation with Representative George Radanovich
(R-Fresno) titled: "The National Political Landscape
in 2001", at Wine and Politics 2001, the 2nd Annual
Legislative and Regulatory Summit For the U.S. Wine
Industry held December 8, 2000 in Napa, California.
Topics addressing the real political issues affecting the
wine industry in 2000 and 2001 included state-by-state
legislation, direct shipment, environmental battles,
geographic brand labeling, vineyard assessments,
fruit-flavored wines, and the results of the 2000
election. John De Luca was also able to pursuade Attorney
General Bill Lockyer to agree to be the Keynote Speaker
with a suggested presentation title of: "The Future
of California Agriculture Amid the Challenges of
Environmental Protection and Enforcement". John De
Luca spoke at a Pierce's Disease Symposium sponsored
and held at UC Davis on December 12-14, 2000. The
Symposium was titled: "Pierce's Disease and the
Glassy-Winged Sharpshooter in California: Reviewing and
Defining Critical Research Agenda", and Mr. De Luca

"The "Twenty One Fund Group" is an
investment group which was started 30 years ago with 21
members (all men). The portfolio of the group is valued
at $1 million and is divided equally among the 21
members. Once a year the group meets at a location (this
year it's Monterey) and invites a guest speaker to
address them with regard to investment opportunities.
They would like Mr. De Luca to talk about what is going
on in the wine industry. They are looking for information
on publicly owned wineries and distilleries and Mr. De
Luca's input as to which companies he would consider
good investments. John De Luca was invited to help

draft proposal matching Mr. De Luca's "special
skills and experience" to the Goldman School's
"developing interest in business and public
policy" is included which proposes the creation of
an annual series of dinner seminars under the general
title "The Berkeley Colloquium on Business and
Public Policy" which would bring UCB faculty,
presenters and attendees together to network and discuss
current pressing matters of domestic and/or international
policy. Mr. De Luca was asked to develop appropriate
subject matter for Colloquium events; build networks with

A March 23, 2004 letter from Director Alex S. Jones of
the Harvard University, John F. Kennedy School of
Government, Joan Shorenstein Center on the Press,
Politics and Public Policy thanked Mr. De Luca for his
support and friendship as well as the Wine
Institute's $25,000 financial contribution to the
Center's Institute on Media and American Democracy
along with a hope to "lure" Mr. De Luca to
Cambridge to "talk". An April 28, 2004 letter
addressed to John De Luca from Michael Nacht, Dean and
Professor of Public Policy at the UC Berkeley Richard
& Rhoda Goldman School of Public Policy, was phrased
as a "follow-up" to an invitation for John De
Luca to join the Goldman School's Board of Advisors
as an ex-officio member saying the School would be
honored to have this additional, formal tie with Mr. De
Luca and including a copy of a letter sent from Dean
Nacht to Richard C. Blum and Senator Dianne Feinstein
thanking them for the Blum Family Foundation gift to the
Annual Fund and acknowledging Mr. Blum's work with
John De Luca on behalf of the UCB corporate associates
program. Dr. John A. De Luca, PhD, Executive Vice
Chairman of the Wine Institute (the first time
"Dr." was used with his name) was asked to give
the Keynote Presentation for the San Francisco State
University, College of Business, Family Business
Center's first Family Business Forum on May 13, 2004
in San Francisco, California; the presentation was

meant to protect California wineries from "gray
market" dumping of wines from oversease onto the
California consumer market at artificially low prices
(the bill was signed into law by Governor George
Deukmejian in September 1985). Outreach includes
"white papers" to the State of California
Governor's Office and fact sheets distributed to
various news outlets and agricultural boards refuting
various arguments against passage of SB 589 whose
opponents, mainly consumer groups, alcohol distributors,
and grocery outlets, claimed would raise foreign wine
prices while protecting big California wine
